Capacity Building Officer (Child Protection and Psychosocial Support: (CP\PSS)

Position: Child Protection (CP) and Psychosocial Support (PSS) Capacity Building Officer

Category: Professional Level - Local Staff

Job Title of Immediate Supervisor: CP and PSS Program Manager

Work Location: Mariupol, with frequent travel to selected field site locations supported by IMC mobile teams across conflict affected raions in Government-Controlled Areas (GCAs)

Salary: Competitive as Per Organization Scale

Type of Employment: Fixed-Term Contract

 

JOB SUMMARY

  • Work closely with CP/PSS Program Manager and MHPSS Technical Advisor to ensure quality of program deliverables
  • Design and implement capacity building activities for IMC mobile teams and partner teams, relevant local (including community and state) actors; working with IMC Programs Department Management Team to ensure timely delivery of all relevant project outputs and meets stated goals
  • Provide mentoring and supervision for capacity building activities; assist CP/PSS Program Manager with relevant support for skill building of IMC mobile teams
  • Support coordination program activities with other IMC projects, programs and priorities; coordinate work with relevant OFDA funded partners, local and international agencies located in Donetsk Oblast

 

RESPONSIBILITIES

Coordination and System Strengthening

  • Work cohesively with protection team, implementing partners, communities, and identified community figures to ensure activities meet IASC guideline standards and are implemented with safety and sustainability
  • Conduct/participate in CP and MHPSS needs assessments consistent with IASC (2013) and WHO/UNHCR (2012) MHPSS Needs Assessment Guidelines
  • Support in strengthening links and referral mechanisms for mental health and psychosocial support services and activities
  • Assist in covering gaps, developing or strengthening referral pathways mechanisms, and support case management for CP support services in accordance with Child Protection Minimum Standards (CPMS) and IASC Guidelines for Mental Health and Psychosocial Support (MHPSS)
  • In consultation with CP/PSS Program Manager, support in design and disseminate information about psychological wellbeing including stress management, positive coping and self-care within target communities.

Capacity Building and Training

  • Lead the process of developing CP/PSS capacity assessment tools for local and regional government, local/national society organizations and relevant departments of international humanitarian NGOS;
  • In consultation with CP/PSS Program Manager, design and roll-out CP/PSS capacity building action plans that focus on building critical skills around psychosocial support, emotional/mental well-being and child protection
  • Deliver MHPSS related knowledge and skill-based workshops/training for selected service providers such as local and regional government agencies, IMC and partner staff, national and international NGOs and others working with vulnerable populations, including provision of groups support, and communication approaches with children and adults;
  • Support in provision of training, guidance and support to identified service providers, IMC and partner staff in delivery of psychosocial focused, group-based curriculum for children, adolescents, parents/caregivers and older persons
  • Provide technical mentoring and supervision of Community Based Mobile Protection Teams (CMPTs) and develop their capacities to work in the area of GBV following local laws, international guidelines and best practices. Where necessary provide survivor centered GBV case management services with clients identified by CMPTs;

Reporting:

  • Contribute to regular reports including participation in writing case studies, success stories, review and analysis of IMC Ukraine CP/PSS curriculum implementation and other related psychological interventions within CP/PSS programming
  • Support tracking of beneficiaries using agreed M&E tools.
  • Regularly document outreach and community mobilization activities using agreed tools to highlight key protection, safety and social-emotional concerns affecting children, youth, families, adults and older persons.
  • Support staff and partners in updating of case management records, in-line with MHPSS and CP international guidelines
  • Participate in routine reporting and planning meetings to ensure adherence to standards of care, quality case management, and reporting requirements are followed.
  • Support the maintenance of the IMC case management systems

Other ad-hoc duties as required by supervisor

QUALIFICATIONS

Required:

  • University degree in psychology
  • Demonstrated work experience in psychology or the field of MHPSS
  • Experience in implementing both individual and group work with children, youth, and adults
  • Experience identifying vulnerable populations or individuals needing additional support
  • Ability to maintain confidentiality and respect for clients at all times essential.
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
  • Committed to working in a team, and prioritizing development of other team members' capacity
  • Strong interpersonal skills and able to work and lead individuals as a team
  • Diplomatic and able to network and build good working relationships
  • Experience in facilitation of trainings, workshops, and other knowledge-skill sharing activities related to Psychology, Child Protection and/or MHPSS
  • Computer literacy, including Microsoft Word and Excel.
  • Clear written and verbal communication skills in English

Preferred:

  • INGO or NGO experience
  • Experience working with IDP population
  • Familiarity with principles of monitoring and evaluation. Experience in writing brief narrative reports
  • Experience working in humanitarian response
