NRC is looking for ICLA Community-Based Paralegal Network TO in our office in Kurakhove, Ukraine.

 

The purpose of the ICLA Community-Based Paralegal Network Technical Officer is to contribute to the establishment of local paralegals system in the communities along the contact-line in Eastern Ukraine; ensure implementation of planned activities in different locations and achievements of targets set; perform all specified activities, including trainings, webinars and others in delegated thematic portfolio; contribute to the transition process of the system established and eventually contribute to increasing access of the contact-line communities' residents to the free legal aid services. Other ICLA activities and modalities should also be completed accordingly.

 

Job description:

 

  • Facilitate the process of identification of both locations for interventions and paralegals of the Community-Based Paralegal Network in both Luhansk oblast according to the Proposals, Concept Notes and plans agreed upon between NRC/ICLA and Donors/Senior Management;
  • Provide inputs to the Workplan for the Network and propose amendments as relevant; highlight the bottlenecks identified during the preparation/implementation of the activities;
  • Liaise and communicate with local authorities, Free legal aid centres, Partners, other key stakeholders, including humanitarian and development actors with regards to implementation of the Network activities. Ensure the buy-in of the local authorities and other relevant actors in targeted locations;
  • Plan and conduct the capacity-building activities according to the plans, project documentation and budgets;
  • Contribute to the procurement process for assets (raise Purchase Requests, provide procurement specifications etc.), monthly fees and payments connected to the Network activities in accordance with the plans, project documentation and budgets;
  • Ensure the functioning quality control and monitoring system established for the Network activities aiming at securing the adequate quality of services provided and enabling the operational feedback channels;
  • Contribute to the transition plan for the Network activities to be transferred to local capacities after the respective projects' end/the ICLA phase-out process is completed;
  • Conduct field visits to identify the paralegals/locations; monitor the implementation of the activities, liaise with stakeholders etc.;
  • Provide inputs the Volunteer agreements/Paralegals MoU system;
  • Participate in constant provision of guidance and capacity enhancement to the paralegals;
  • Provide guidance to paralegals on legal issues within the ICLA Mandate;
  • Train paralegals in NRC ICLA Standards, Case Management, Protection Principles, reporting and monitoring systems, provide information on referral pathways
  • Monitor, analyse and document issues of concern arising during the casework with beneficiaries
  • Facilitate knowledge management within NRC ICLA and conduct trainings for external stakeholders (preparing literature, materials, manuals, information and visuals and carry out training)
  • Compile narrative and statistical reports in the respective formats
  • Provide legal information, counselling and assistance to the beneficiaries via Hotline and during mobile visits when requested Perform any other tasks as requested by ICLA PM/ICLA CBPN Coordinator.

 

Qualifications:

 

  • Experience from working on the similar positions in a humanitarian/recovery/development context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position's responsibilities
  • Proficient reporting and analytical skills
  • Good liaison, networking and communication skills, ability to secure the buy-in from different stakeholders
  • Fluency in the Ukrainian and Russian languages
  • Good knowledge of English is an advantage
  • High education, preferably with background in law or another relevant field
  • Previous experience working in/running volunteer-based projects will be a decisive advantage
  • Understanding of laws and regulations related to internal displacement and other conflict-related issues
  • Experience in planning, organizing and conducting capacity-building activities
  • Understanding of main monitoring and evaluation, quality control concepts of humanitarian organizations will be an asset
  • Experience working with local partners and self-government institutions would be an advantage
  • Presence of established network of local authorities' representatives, volunteers/activists, humanitarian organizations' representatives would be a decisive asset
  • Good knowledge of government and self-government systems and procedures; knowledge of the state-based free legal aid system
  • In-depth knowledge of the context in East Ukraine, especially regarding the contact-line communities Good Knowledge of the software programs (MS Word, Excel, Access, PowerPoint).

Contract period: till the end of the year upon availability of funding

Salary/benefits: According to NRC country policy, medical insurance, training opportunities, 7,5 h. working day
