NRC is looking for ICLA Community-Based Paralegal Network Coordinator in our office in Severodonetsk, Ukraine.

 

Job description:

 

  • Establish and successfully implement the process of identification of both locations for interventions and paralegals of the Community-Based Paralegal Network in both Luhansk and Donetsk oblasts according to the Proposals, Concept Notes and plans agreed upon between NRC/ICLA and Donors/Senior Management;
  • Present a Workplan for the Network activities with clearly identified and achievable indicators, activities and modalities of intervention. Amend the plan as relevant and highlight the bottlenecks identified during the preparation/implementation of the activities;
  • Plan and supervise the work of the subordinate staff to achieve targets set;
  • Take the overall responsibility of liaising and communicating with local authorities, Free legal aid centres, Partners, other key stakeholders, including humanitarian and development actors with regards to implementation of the Network activities. Be able to ensure the buy-in of the local authorities and other relevant actors in targeted locations. Assign additional liaison focal points when necessary;
  • Plan and facilitate the capacity-building activities of paralegals as a part of the Workplan, conduct the capacity-building activities according to the plans, project documentation and budgets;
  • Supervise the procurement process for assets, monthly fees and payments connected to the Network activities in accordance with the plans, project documentation and budgets;
  • Establish and supervise the quality control and monitoring system to ensure the adequate quality of services provided and enable that feedback channels for the Network beneficiaries are in place;
  • Develop a transition plan for the Network activities to be transferred to local capacities after the respective projects' end/the ICLA phase-out process is completed;
  • Conduct field visits to the targeted locations and respective field offices to monitor the implementation of the activities;
  • Maintain the Volunteer agreements/Paralegals MoU system and secure it being correspondent to both NRC Standards and national legislation;
  • Secure constant provision of guidance and capacity enhancement to the paralegals identified through the activities of the subordinate staff;
  • Monitor, analyse and document issues of concern arising during the casework with beneficiaries
  • As relevant, coordinate the work of the NRC ICLA project with partners;
  • Assist in development of relevant quantitative and qualitative indicators for ICLA activities, monitor the performance under respective donors and progress on certain indicators via ITT/Database and other monitoring tools;
  • Draft reports on the activities implementation status and relevant administrative affairs;
  • Contribute to the proposals writing and budgets drafting process;
  • Represent ICLA project in various coordination forums and working groups;
  • Prepare, organize and facilitate trainings, workshops, webinars and other events according to the plans/requests;
  • Perform any other tasks as requested by ICLA PM.

 

Qualifications:

 

  • 2 year experience from working with ICLA or similar project implementation position in a humanitarian/recovery/development context
  • Management experience (including indirect and remote management), good personnel management skills
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position's responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Fluency in Ukrainian and Russian language
  • Proficient reporting and analytical skills
  • Excellent liaison, networking and communication skills, ability to secure the buy-in from different stakeholders
  • High education, preferably with background in law or another relevant field
  • Previous experience with running volunteer-based projects will be a decisive advantage
  • Understanding of laws and regulations related to internal displacement and other conflict-related issues
  • Experience in planning, organizing and conducting capacity-building activities
  • Understanding of main monitoring and evaluation, quality control concepts of humanitarian organizations
  • Experience working with local partners would be an advantage
  • Presence of established network of local authorities' and self-government institutions' representatives, volunteers/activists, humanitarian organizations' representatives would be a decisive asset
  • In-depth knowledge of the context in East Ukraine, especially regarding the contact-line communities
  • Good knowledge of government and self-government systems and procedures
  • In-depth knowledge of the state-based free legal aid system
  • Experience with start-up of ICLA or related programmes is an asset.
