Danish Refugee Council, one of the world's leading humanitarian NGOs, is currently looking for a highly qualified HR Coordinator. The HR Coordinator will provide technical support and guidance to team, ensure the quality of the planning, implementation and follow up of all technical aspects of the sector.

 

 

Overall purpose of the role: Provides overall advice, coordination, and technical support to the Human Resources team and ensures efficient support to the program in accordance with existing DRC policies and procedures.

Provides Human Resource analytical and technical support to management, including compensation, leave, business travel, staffing, medical insurance, Life and injury insurance, and performance management support. Completes and/or processes salary surveys and market studies, as well as performs basic analysis. Responds to questions and initiates communication with employees and management regarding resource management guidelines and procedures. Responsible for set-up and maintenance of various forms of data, both for Company systems and Ukrainian government systems.

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

 

Your main duties and responsibilities will be:

 

Human Resources Support

  • Provide technical support and advice to the Human Resources team
  • Advise and assist managers in Human Resources related issues and concerns in full compliance with DRC People Management Policy and the Labor Code of Ukraine
  • Coordinate contract management for local employees and maintain the system of relevant documentation, including orders, applications, personnel documents
  • Coordinate salary payment according to the data provided by ERP

 

ERP HR Super user

  • Responsible for timely updating of data in Human Recourse Module of ERP Dynamics: hire, extend, change, terminate employees in the system
  • Coordinate Probation and Performance and Development process via ERP
  • Control Leave and Absence of employees
  • Add benefits, compensation plans and absence plan, create them when relevant
  • Prepare HR reports for managers upon request

 

Recruitment, development and people planning

  • Drive and support recruitment and selection activities ensuring compliance with recruitment process
  • Work with senior management team and senior staff on new staff retention strategies and initiatives
  • Ensure proper onboarding process
  • Ensure oversight and consistency in position titles and grades, across all field locations
  • Support staff development activities including promoting the DRC Learning Catalogue.

 

Performance, well-being and compensations & benefits

  • Proactively respond to and manage performance counselling, employee grievances and disciplinary issues as required, with a focus on building manager competency and ensuring that documentation is kept
  • Support the performance management process
  • Ensure disciplinary procdures are administered in an equitable and fair manner and meets all legal and labor regulations and requirements
  • Support people well-being initiatives
  • Define and review salary structure in partnership with the Senior Management team and coordinate annual compensation review process and compensation adjustments

 

Human Resources Policies and Support

  • Maintain and update Staff Human Resources Handbooks as necessary
  • Proactively pursue continuous process improvement in Human Resources related practices in order to enhance the quality and efficiency of output/delivery.
  • Work closely with HQ to share information and provide support as required

 

As Coordinator the post-holder is responsible for the following:

  • Responsible for coordinating strategy and operations within a specific discipline in country
  • Usually has technical line responsibilities within a given discipline, for both strategy and operations
  • Provides expert advice and support to set strategy and assure operational quality and compliance

 

Supervisor responsibilities:

  • Coordinates the daily activities of small team, often comprised of subordinates carrying out similar tasks
  • Does not have direct line management responsibility for staff, but may contribute to recruitment and/or performance appraisal of members of the team
  • Implements the manager's decisions through the work of subordinate employees, often playing a role in deciding how to do it; and how to achieve the objective set by the manager.

 

 

About you

To be successful in this role we expect you to strong analytical skills and deep knowledge of Labr Code of Ukraine. Moreover, we also expect the following:

 

Required

  • Master's degree in Human Resource Management, Business, or Social Science Degree specializing in Human Resources
  • Minimum 3-5 years' working experience in Human Resources within an NGO
  • Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes
  • Extensive knowledge on Ukrainain labor law
  • Excellent skills in handling and advising on complex people management issues
  • Experience in developing Human Resources strategies and policies, and driving implementation
  • Experience using an online system for recruitments
  • Full professional proficiency in English and Ukrainian/Russian

 

 

Desirable

  • Experience of work in international NGOs is preferred
  • Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.)
  • Good command of English - both oral and written

We offer

Contract length: 6 months with the possibility to extend

Level: G non-management
