Reporting directly to the Advocacy, Campaigns, Communications and Media Director, you will be responsible for developing and progressing our relationship with the Ukrainian Government and informing Save the Children long-term strategic position in Ukraine 

The Ukrainian Government is a strategic relationship for Save the Children, in terms of our policy objectives, and as a result you must have experience in engaging stakeholders in Ukraine. 


  • Lead on the development and implementation of Save the Children’s government affairs strategy;

  • Analyze government priorities to inform policy influence strategies;

  • Remain abreast of federal and provincial government policy and budget decisions, including analyzing impacts to Save the Children and recommending action plans for organizational response; 

  • Actively monitor and analyze Ukraine policy activities in the global arena;  

  • Work with Advocacy, Campaigns, Communications and Media Director and Government Affairs and team to develop and keep updated key message documents and policy briefs to achieve policy objectives;

  • Lead relevant engagement strategies, a stakeholder management plan, and participation in events across the Ukrainian institutional landscape; 

  • Influence Save the Children's strategic positioning with the Ukraniane Government and peer organisations, define opportunities with the aim of expanding our strategic collaboration and policy influencing;

  •  Negotiating the support and buy-in of key stakeholders from across the organisation to contribute to our engagement. Ensuring senior management (Country Director, Operations Director, Head of Partnerships and Programme teams) is up to date with the direction of the influencing work and support their engagement with partners;

  • Representing Save the Children with the appropriate partner contacts and providing strong support to colleagues in their external engagement; 

  • Supporting the organisation to continually build strategic understanding of partners and any evolving trends that may impact the development of relationships;

  • Researching and proposing new avenues of collaboration and new funding modalities to maximise income and return on investment;

  • Collaborate with Country team members to develop understanding of our partnership and partner management approach;

  • Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance with the Child Safeguarding Policy; 

  • Manage thematic government affairs managers;

  • Provide technical support to government affairs managers at regional levels as needed.

  • University degree or equivalent experience in journalism, media, communications or similar discipline.  


  • High level of both spoken and written English and Ukrainian  

  • At least eight years of professional experience in advocacy, journalist, politics, foreign affairs work in an INGO or government 

  • Knowledge of and experience working directly with a wide range of institutional partners 

  • Knowledge and experience of managing staff, budgets and influencing processes 

  • Experience, interest and knowledge of current thinking and future trends and thorough understanding of international development issues 

  • Proven experience of providing creative and innovative approaches in developing new initiatives that contribute towards partnership objectives 

  • Experience in relationship management, working with institutional donors, trusts and foundations, or equally demanding partners 

  • Experience of undertaking industry trend and donor specific research, finding relevant, reliable, and up to date information quickly. 

  • Strong leadership behaviours, including external orientation, situational agility, partner focus, delivery of results, strategic vision and purpose, entrepreneurial approach, negotiating & influencing 

  • Self-driven: ability to take a pro-active approach and work on own initiative; problem-solving skills and creative thinking in fluid or less structured environments 

  • Excellent coordination and relationship building skills in forming and maintaining both internal and external relationships 

  • Strong analytical skills with ability to present complex information in a clear and succinct manner, ability to analyse trends and report on key financial metrics 

  • A proven team player. Someone who is open, ambitious and who is able and willing to deliver beyond his or her personal brief 

  • Excellent verbal and written communication skills, including senior level briefings and presentations, both for internal and external audiences with appropriate attention to detail 

  • Ability to deal with competing demands, work well under pressure and maintain fruitful collaboration with a large range of stakeholders 

  • Willingness and ability to travel 

  • Commitment to Save the Children's mission, values and approach (includes child focus and equal opportunities). 


  • Previous INGO experience  

  • Previous multimedia production experience 

  • Save the Children previous experience
