Data Protection Coordinator/Координатор із захисту даних

Save the Children International — гуманітарна організація з понад 100-річною історією. Save the Children була заснована у травні 1919 року в Лондоні. 

SCI працює в Україні з 2014. Починала свою роботу на території Донецької області. В теперішній час SCI розширює свою діяльність на вісім міст України, і Київ є одним із них. 

Ми працюємо в напрямках освіти, захисту дітей, подолання дитячої бідності, охорони здоров’я, а також проводимо адвокаційну діяльність, пов’язану із захистом прав дітей

Основні обов’язки:

• Забезпечення впровадження політики та процесів захисту даних SCI у ключових програмах та операційних заходах СО;
• Виступати в якості ключової контактної особи між командою з питань захисту даних та СО, координуючи діяльність команди з питань захисту даних, навчання, збір інформації та звітування;
• Підвищувати обізнаність про захист даних в рамках СО та ознайомлювати колег з політикою, процедурами та інструкціями щодо захисту даних, а також підтримувати їх дотримання;
• Регулярно підтримувати зв'язок з CD та SMT та інформувати їх з питань захисту даних (за необхідності, підтримувати зв'язок з менеджером із захисту даних, спеціалістом із захисту даних та аналітиком із захисту даних);
• Контролювати та координувати навчання/вступний інструктаж DP та постійний розвиток обізнаності щодо захисту даних серед персоналу СО;
• Заохочувати своєчасне повідомлення про інциденти та порушення даних в Datix, сприяти його використанню для звітності, пов'язаної із захистом даних;
• Ділитися своїми знаннями про контекст СО з командою DP та допомагати команді DP у впровадженні ключових ініціатив брати участь у складанні мапи даних, оцінці впливу на захист даних (DPIA) та оцінці постачальників, як це передбачено відповідними процедурами;
• Доступ та використання онлайн системи управління захистом даних (OneTrust) Відвідувати регулярні (зазвичай щомісячні) зустрічі регіональних координаторів та інші періодичні зустрічі для підтримки нашої діяльності за необхідності;
• Співпрацювати з командою DP та іншими контактними особами в СО;
• Допомагати менеджеру DP зі збору інформації для підтримки звітності по KPI / KRI;
• Забезпечення регулярного обліку отриманого досвіду та обміну ним з глобальною командою із захисту даних; 
• Дотримуватися політики та практики Save the Children щодо захисту дітей, кодексу поведінки, охорони здоров'я та безпеки, рівних можливостей та інших відповідних політик і процедур.

Щоб бути успішним, Вам необхідно  мати: 

• Мінімум 2 роки досвіду роботи у сфері захисту даних, добре знання принципів захисту даних та ризиків захисту даних;
• Готовність розвивати ці знання та досвід; 
• Здатність визначати/розробляти рішення щодо захисту даних для досягнення відповідності Політиці захисту даних SCI;
• Знання нормативних вимог щодо захисту даних (GDPR, українські нормативні акти щодо захисту даних) та нових тенденцій і проблем, що виникають;
• Здатність спілкуватися із зацікавленими сторонами на відповідному рівні деталізації, щоб забезпечити правильне розуміння вимог зацікавлених сторін та точні очікування зацікавлених сторін щодо захисту даних та функціональності;
• Хороші навички роботи в команді, включаючи здатність бути частиною та організовувати, підтримувати та керувати міжфункціональними проектами та заходами;
• Здатність досягати результатів та підтримувати постійні високі стандарти професіоналізму; 
• Вільне володіння письмовою та усною англійською мовою; 
• Прихильність та розуміння прав дитини, а також цілей, цінностей та принципів Save the Children.

CHILD SAFEGUARDING:  

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; a police check will be required (at ‘standard’ level in the UK or equivalent in other countries). 

ROLE PURPOSE:  

Save the Children International is committed to the protection of personal as an integral part of protecting the life, integrity, and dignity of our beneficiaries. For this purpose, the Ukraine Country Office (CO) is establishing a role of Data Protection Coordinator, which will act as a Focal Point for all Data Protection-related activities for the CO operations and programmes. Data Protection Focal Points have an important part to play in the data protection framework as Champions within their Country Office, as key contact points with the Data Protection Team at the Centre, providing support and good practice and compliance with our policies and procedures. 

SCI Country Office programmes in Ukraine involve collection, processing, storage, and transfer of substantial amounts of personal data, which requires sufficient expertise and oversight to ensure that this personal data is managed appropriately, in accordance with SCI policies and procedures. In line with this, the role of Data Protection Coordinator is to deliver on SCI Data Protection principles, and to support the Data Protection Team in ensuring that data protection is embedded in all key programmes and operational activities of the Country Office. 

KEY AREAS OF ACCOUNTABILITY: 

• Ensure that SCI Data Protection policies and processes are embedded into key programmes and operational activities of the CO 

• Act as a key point of contact between the DP team and the CO, through coordinating DP team activities, learning, information gathering, and reporting 

• Raise awareness of data protection within the CO and signpost colleagues to data protection policies, procedures and guidance, and support compliance 

• Liaise with and update CD and SMT on data protection matters on a regular basis, (liaising with Data Protection Manager, Data Protection Officer, and Data Protection Analyst as required) 

• Oversee and coordinate the DP training/induction and ongoing development of data protection awareness by the CO staff 

• Encourage timely reporting of data incidents and breaches on Datix, promote its use for Data Protection-related reporting 

• Share their knowledge of the CO context with the DP team and assist the DP team with the roll-out of key initiatives 

• Contribute to Data Mapping, Data Protection Impact Assessments (DPIA) and Supplier Assessments as set out in the related procedures. 

• Access and use of the online data protection management system (OneTrust) 

• Attend regular (usually monthly) Regional Focal Points meetings and other occasional meetings to support our activities as required 

• Work collaboratively with the DP team and other focal points in the CO 

• Assist the DP Manager with gathering information to support KPI / KRI reporting 

• Ensure that lessons learned are captured and shared with the global data protection team on a regular basis 

• Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. 

QUALIFICATIONS AND EXPERIENCE 

Essential:

• Min. 2 years’ experience in the areas of data protection, good working knowledge of data protection principles and data protection risks; willingness to develop this knowledge and expertise  

• Able to identify/design data protection solutions to achieve compliance with SCI Data Protection Policy 

• Knowledge of Data Protection regulatory requirements (GDPR, Ukrainian Data Protection regulations) and emerging trends and issues 

• Able to communicate with stakeholders at a suitable level of detail to ensure stakeholders requirements are well understood and stakeholders have accurate expectations on data protection and functionality 

• Good team member skills, including the ability to be part of and organise, support, and manage cross-functional projects and activities 

• Ability to achieve results and maintain consistent high standards of professionalism 

• Fluency in written and spoken English; 

• Commitment to and understanding of child rights, as well as of Save the Children’s aims, values and principles.
