ПРИЗНАЧЕННЯ РОЛІ:
Менеджер відділу кадрів та адміністрування контролюватиме роботу команди відділу кадрів та адміністраторування щодо різних аспектів відділу кадрів в інтересах команди Західного регіону під час реагування на надзвичайні ситуації. Очікується, що керівник відділу кадрів та адміністрування виконуватиме керівну роль, щоб підтримувати офіс Західного регіону в повсякденній роботі з персоналом; керуватиме та підтримуватиме планування персоналу, набір персоналу на національному рівні, розробку надійних систем, політику та практику управління персоналом у складних надзвичайних ситуаціях, компенсації та пільги, інформаційну систему кадрової інформації, управління продуктивністю, благополуччя персоналу.

TEAM/PROGRAMME: HR / Admin West Ukraine

CHILD SAFEGUARDING: 

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

HR and Administration Manager will oversee the HR and Admin team on different facets of HR with respect to the West Area Team during the scale up of large emergency response and transition phases.  HR and Administration Manager will be expected to have a management role to support the West Area office on day-to-day HR operations; leads and supports on people planning, national recruitment, develop robust systems, policy and practice on people management in complex emergencies, compensation and benefits, HR information system, performance management, staff wellbeing, and post-employment. 

HR and Administration Manager will support and manage the HR and Admin teams.

SCI is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and development work.  SCI strives to ensure the fundamental rights of children, such as survival, safety, constant access to protection and education can be guaranteed. As part of a commitment to working with children through humanitarian interventions SCI support programmes in both sudden onset and chronic emergency situations.

At times, given the context of Ukraine, the individual will be expected to work outside the normal role profile to reflect the elevated inputs required in responding to an emergency and be able to vary working hours accordingly. 

SCOPE OF ROLE: 

Reports to: Area Director with a technical dotted line to the HR and Administration Director

Staff Directly reporting to this post: HR Coordinator, HR Officers, HR Assistants, Administration Officer

Indirect: Other support services and programme positions if required

Budget Responsibilities: Provides input and advice on various HR and Admin related budget plans

KEY AREAS OF ACCOUNTABILITY: 

  • Oversee the teams on different HR facets – HR Operations, Learning and Development, Performance Management, Staff Wellness and Employment Engagement
  • Support the HR and Administration Director on HR strategic direction with the analysis of HR needs of a programme and look for sustainable solutions
  • Actively lead national recruitment with due observance to ‘safer recruitment’, timely induction and onboarding programs
  • Provide oversight and direct support in all recruitment processes for key programmatic, thematic and support staff to fill key humanitarian staff gaps
  • Support the response management in outlining key staff learning and development priorities for 2022-2023
  • Work with finance for annual staff and administration budget
  • Work closely with Awards, Finance, and different teams to ensure staff wellbeing plan and employment engagement activities are incorporated in the annual plan and master budget
  • Provide a generalist HR service to managers across a full range of HR issues
  • Handle and advise on complex people management issues
  • Monitor and review the impact and effectiveness of HR management interventions
  • Work with programme management and area HR for periodic review of staffing structures, grading and job profiles
  • Develop and strengthen HR systems, policy and practice in key HR areas such as recruitment, induction and onboarding, learning and development, performance management and staff care
  • Develop and manage practical HR information systems – ensuring that the system is updated when there is ‘change’ in staff records – i.e., new hire, employment movement, leavers
  • Provide operational HR support with local recruitment, induction, discipline and grievance issues
  • Make use of all available policy, practice, checklists and guidelines (HR minimum standards, emergencies HR toolkits) and ensure Save the Children good practice is in place

  • During emergencies you should act to facilitate SCI's emergency response process by prioritizing all actions under your responsibility in the areas of finance, logistics, programs and services.
  • Be prepared to support SCI interventions in response to emergencies and can move anywhere in the country.

  • Ensure program staff are providing all beneficiaries with ongoing and age-appropriate oral or written information in relevant languages about the Child Salvation Policy and Code of Conduct.

EXPERIENCE

Essential

  • 7 years or more of human resource management experience; 3 years on a management level position; including experience in the development and implementation of strategic and operational HR plans through a number of planning cycles
  • Prior NGO experience at management level within a complex country programme in emergency response/humanitarian environments
  • Proven operational HR track-record – experience of providing a generalist HR service to managers across a full range of HR issues
  • Excellent skills in handling and advising on complex people management issues
  • Experience of and well-developed skills in recruitment and selection
  • Good attention to detail
  • Understanding staff care for humanitarian staff, in particular approaches to welfare, stress, R&R and debriefing
  • Good facilitation skills and ability to deliver induction briefing/training
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams
