CHILD SAFEGUARDING: 

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

Following the escalation of the war in Ukraine, millions of people have fled and become displaced inside Ukraine and to neighboring countries. Inside Ukraine, SC is scaling up a multi-sectoral programmatic response together with local civil society partners and municipalities. The response provides cash and voucher assistance (CVA) along with education, child protection, psychosocial support, health, nutrition and WASH to children and families in need.

The National Cash and Voucher Technical Adviser (CVA TA) will be responsible for ensuring the appropriate, timely and high-quality design and implementation of all humanitarian cash and voucher support programming across the emergency and early recovery response in Ukraine. Working under the Cash and Econommic Programming Adviser (CEPA) and closely with other thematic advisors (e.g. nutrition, shelter, child protection, education, food security and livelihoods, etc.), as well as field-based staff, the National CVA TA CEP will drive the development of an overall humanitarian cash and voucher strengthening country strategy to include (but not limited to) preparedness actions, implementation, external coordination and advocacy, as well as a staff capacity building.

The National CVA TA together with the CEPA will be the main focal point for cash and market-based programming including the national and regional cash working groups with a primary objective of ensuring the uptake of global best practice in cashbased programming. In due time and with capacity building, the National CVA TA will eventually replace the CEPA.

SCOPE OF ROLE: 

Reports to: CEPA 

KEY AREAS OF ACCOUNTABILITY:

  • Support the CEPA in programmatic design and implementation of cash and economic support interventions across Ukraine response, working closely with the CEPA, Deputy Country Directors (PDQ and Operations) and technical sector advisors, where relevant. 
  • Support the organization and rollout out of needs assessments and situation analysis – including economic recovery needs analysis. 
  • Support in lead the organization and rollout of market analysis (as well as on-going market monitoring for cashbased programs) – as part of a humanitarian response (or as a preparedness activity – engaging multiple thematic sectors and departments (e.g. supply chain, etc.) in the process.
  • Support other thematic sector leads to identify, analyze and develop integrated programming to address the financial/economic drivers of negative outcomes for children across SC’s global breakthroughs - survival, protection and education. 
  • Support to build programmatic and operational preparedness to deliver cash-based programming at scale and in a timely manner for future responses. 
  • Co-lead in the cash feasibility and risk assessments to identify appropriate cash/markets-based programming and secure and efficient delivery mechanisms across Ukraine
  • Advise on the planning and implementation of all operational aspects of cash transfer and economic programming to ensure appropriate cash delivery to meet (diverse) programmatic objectives
  • Identify the main skills/knowledge gaps amongst SC and partner staff (across sectors and departments) and design and deliver cash and economic strengthening training packages.
  • Regular and as need field visits to coach and mentor staff on impactful and child-focused cash and economic strengthening programming approaches. 
  • Co-lead and/or support the updating of critical documents related to cash and economic strengthening programming –including CTP Standard Operating Procedures (SOPs), feasibility and risk assessments, framework agreements with delivery agents, etc. Further, ensure the understanding and uptake of key global documents related to cash and economic strengthening programs – such as the cash operations manual, etc. 
  • Represent SCI and coordinate with government, other major INGOs and local actors through regular participation in the Cash Working Group, FSL Cluster and other relevant clusters, working groups or task forces 
  • Ensure MEAL systems for cash and economic strengthening programs are fit for purpose, with a strong focus on accountability channels and safeguarding.
  • Work with other thematic sector leads to document learnings and drive evidence building on appropriate cash and economic programing approaches to achieve positive outcomes for children across SC’s breakthroughs (survival, protection and education).
  • Support donor reporting requirements for all cash and economic strengthening program components (humanitarian and nexus). 
  • Any other task & responsibilities given by the line manager and to comply with SC policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

  • 2+ years of experience working with NGOs, preferably in a humanitarian setting/with humanitarian organisations. 
  • Experience working on humanitarian design and implementation of cash-based (or social protection) programming; first phase humanitarian response experience an advantage.
  • Good communication skills, both oral and written and strong negotiation skills.
  • Honest and motivated.
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure.
  • Previous experience in project management, training and capacity building of staff.
  • Able to use Microsoft Office (Excel, Word etc.)
  • Demonstrable understanding of MEAL and beneficiary accountability.
  • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
