SCOPE OF ROLE:
Reports to: BHA Programme Manager with dotted lines to the Head of MEAL
KEY AREAS OF ACCOUNTABILITY :
System Design and Promoting MEAL
Lead on the development and oversee the roll-out of the response MEAL system (emergency) for BHA project in line with SCI MEAL in Emergencies (MiE) Procedure and MiE System Quality Benchmarks and ensuring accountability to donors and beneficiaries;
Promote all aspects of MEAL to support the creation of an organisational culture in SC and partner organizations which prioritizes quality programming;
Support the implementation of the Response MEAL strategy; including accountability, community engagement and participation, learning agenda, monitoring, course adaptation and evaluation;
Build strong relationships with SC and partner colleagues and provide support as required to ensure MEAL system is understood and supported at response level;
Work closely with the Programme Implementation Strategy team to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability, management and impact;
Support in the development and operationalization of programme quality benchmarks (QBs);
Lead in the development and operationalizing data quality assurance processes for humanitarian projects.
Staff Management, Mentorship, and Development
Oversee the recruitment of appropriate MEAL staffing in the project;
Strengthen the capacities of MEAL and programme staff in SC and partner organizations;
Manage the SC and partner organizations MEAL teams to ensure that the MEAL system operates effectively with the support and resources required and that there are clear links and reporting lines between field and CO level and between PDQ and other response departments;
Support the SC and partner organizations MEAL team progress on specific projects, providing management oversight on progress and problem-solving in case of challenges;
Define expectations, provide leadership and technical support as needed so that MEAL staff are able to perform their roles as required;
Manage the performance of direct reports in the MEAL unit through performance management, coaching, mentoring, training and development;
At the response level, devise and manage a MEAL training programme with the goal of increasing capacity and awareness of MEAL for all staff. Assess training needs and engage MEAL team staff to rollout the training programme.
Responsible to ensure that the organisation delivers on all internal M&E requirements for the BHA project in a timely manner and with high quality information
Identifies and introduces new elements (systems, tools, processes) required under the MEAL system and project manages development by MEAL team members;
Receive regular field monitoring and accountability reports from MEAL Area Coordinators and circulate to the response, ensuring that action plans are included and followed up by the BHA team and that SMT reviews reports regularly;
Promoting Learning for Strategy Development and Decision Making
Ensure that data brought together and findings from across thematic and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organisation;
Lead on monitoring and improving the synergy and integration of thematic programmes to enhance delivery of outstanding results for children and their communities;
Communicate top level learning / analysis reports and monitoring data to ensure that management is able to make informed decisions on a timely basis to scale up and face operational challenges;
External Reporting and Representation
Ensure effective relationship with consortium partners in developing a streamlined MEAL system, tools and approaches.
Ensure external accountability to donors through the implementation of timely and quality MEAL activities leading to timely and accurate reporting;
Ensure that high quality analysis reports to illustrate SC’s impact and assessment findings are produced, including evidence of good practice and replicable programmes, and that they are communicated at appropriate events;
Ensure that SCI is represented at relevant inter-NGO and government level meetings (related to MEAL) to enhance inter-agencies best practices sharing and learning
Initiate research to test new innovations, identify opportunities to build relationships with local institutions to develop an evidence base to support the Country Strategic Plan and Response strategy.

EXPERIENCE AND SKILLS
Recommended a minimum of eight years management and/or MEAL experience in a both emergency and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, food security and livelihoods, health and nutrition, and emergencies. Experience in setting up a MEAL system in CVA programming a plus.
Professional proficiency in MS Office suite
Proven experience designing and conducting quantitative surveys and qualitative studies, including calculating sample sizes, selecting a sampling methodology, developing data collection tools and training enumerators
Proven experience conducting quantitative and qualitative data analysis and interpreting results, and experience using statistical software
Experience using KoBo Toolbox, ODK or other mobile data collection software
Experience implementing and operationalizing child-friendly and inclusive Accountability to Children and Communities (ACC) systems, including feedback and reporting systems
Willingness and ability to travel to emergency contexts.
Highly developed interpersonal and communication skills including influencing, negotiation and coaching
Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
