TITLE: Project officer, Program Operations Unit, Ukraine Country Office

TEAM/PROGRAMME: Ukraine Country Office

LOCATION: Slovyansk, with possible travels around Ukraine (GCA, NGCA) and abroad

CONTRACT LENGTH: One year with a probation period

ROLE PURPOSE:

As a key member of a program operations team of Save the Children International, Ukraine Country Office, Project officer will support the delivery of the assigned projects in the field of humanitarian response and early recovery/development in Donetsk and Lugansk Government Controlled Area in Donetsk oblast, Ukraine.

The Officer works under the guidance and supervision of the Program Operations Coordinator and in close coordination with local partners to ensure effective, efficient and cost-sensitive operations of the program in the assigned geographical locations acting as a budget holder to deliver on time, on budget and with compliance

This role will be responsible and accountable for supporting program operations in the targeted araes. He/she will also work closely with other members of the Operations team and all relevant technical advisors from the Program Development and Quality team and partner organizations to ensure timely, quality and accurate day to day running of the project activities.

Responsible for ensuring proper project documentation and compilation of project data, sharing information with Program Operations Coordinator and PDQ team including all relevant TAs and MEAL and ensuring activities progress according to the implementation plan.

The Project officer will assist to ensure that Save the Children International in Ukraine activities are consistent with Save the Children International (SCI) and Members' programming principles and approaches, draw on good practices and lessons learned, enable children to attain their rights and are compliant with donor regulations, as well as Save the Children Policies, and ensuring Safeguading in all actions.

SCOPE OF ROLE:

Budget Responsibilities:

The role will support the Program Operations Coordinator (POC) in the effective management of the projects including budget management, including reviewing and approving with delegated authority, on time, on budget and in compliance, covering proper reporting, monitoring and support activities with stakeholders and implementing partners

Role Dimensions:

The role holder will regularly communicate with stakeholders across the organisation.

EXPERIENCE AND SKILLS

Essential

  • Minimum of 3 years' relevant work experience in project management, preferably in recreational, educational, child protection, and/or psychosocial support work, with at least some experience of working with children and families and Humanitartian Response Interventions.
  • Organized and disciplined with good communication skills and the capacity to work in tense situations, often under pressure and sometimes in insecure environments.
  • Strong ethical sensitivity and ability to empathise with children and their careers.
  • Desired Knowledge and understanding on Child Rights, universally and in Ukraine.
  • Desired Knowledge and understanding on Child Development.
  • Awareness of the current humanitarian situation and local context in Eastern Ukraine.
  • Knowledge and understanding of the impact of emergencies on children and the psychosocial factors that contribute to child wellbeing/resiliency.
  • Excellent interpersonal and communication skills.
  • Strong computer skills, including the use of Outlook, Word, Excel and Powerpoint.
  • Prepared to work under pressure and able to work with minimum level of supervision
  • Experience of and commitment to working through systems of community participation and accountability.
  • Good level of English (at least upper intermediate), Ukrainian and/or Russian language skill required
  • Commitment to upholding Save the Children's Child Safeguarding Policy, as well as principles of do no harm and confidentiality.
