Senior Finance Officer

    TEAM/PROGRAMME: Ukraine Country Office, Slovyansk

    CONTRACT LENGTH: 6 months with possible extension

    ROLE PURPOSE: Senior Finance Officer will be primarily responsible for accounting. budgeting, financial reporting and analysis in compliance with the SCI financial policies and procedures and in line with local law requirements in Ukraine CO. This person will also assist in reporting to HQ, Donors and other stakeholders and ensuring that SCI tax obligations are fulfilled in accordance with the law and regulations of Ukraine.

    Planning and Budgeting

    • Support the FC in Cost Proposals development; ensure that the cost proposals are developed in line with donor requirements; work with the CO technical and support units to ensure that the new proposals are adequately resourced.
    • Ensure timely and accurate preparation and submission of all required financial reports, including monthly reports and periodic reports to regional office, members, donors and other stakeholders.
    • Conduct financial analysis and reconciliation of awards and sub-awards. Periodically inform budget holders, Awards, Supply Chain and Partnership staff about awards/sub-awards spending, burn rate and status and bring to their attention award spending issues.

    Financial Accounting, Reporting, and Control

    • Support the FC in development of policies and procedures; conduct relevant finance training for finance and non-finance staff, support implementation of HPO projects in-country (ER, CAM, Coding, etc.)
    • Ensure maintenance of financial management system (Agresso), including timely posting of all transactions and reconciliation of balances, uploading of budgets, CAM and Premises mapping, creation of required codes and follow up system data quality.
    • Oversee bank account and office cash reconciliations. Ensure availability of cash for the Ukraine CO programs and operations at all times.
    • Support the FC with development and adaptation of finance policies and procedures to maintain well-controlled environment and segregation of duties.
    • Effectively collaborate with the Awards Team to apply proper cost allocation methodology and ensure that all expenditures are Allowable, Allocable and Reasonable. Ensure compliance with the local laws and donor requirements.
    • Prepare cash requests on monthly basis through assessment of individual award needs in close collaboration with budget holders. Make sure that the requests are realistic and that the planned spending is feasible.
    • Oversee obligations of all tax related issues including staff and contractors' income tax, VAT (if applicable), social security payments and other tax obligation.
    • Continuously follow up and always be aware of changes and/or modification of tax legislation and report to the Finance Coordinator when such changes take place. If required, advise on changes in procedures to comply with local tax law and regulations.
    • Provide support during financial audits including internal or external audits.
    • Conduct training to local partners on financial planning, budgeting and cost proposals. Perform periodic monitoring visits to sub-awardees.

    Staff Management, Mentorship, and Development - Support Services

    • Support the FC in recruitment of new staff members for Finance Unit. Provide guidance and on-the-job training to the new staff.
    • Identify knowledge and skills gaps for self and in direct reports and address them through SCI's Learning & Development opportunities in agreement with the FC.


    • The post-holder will comply with all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies


    • Degree in higher level of education, preferably in Finance Management, Accounting, Economics


    • Minimum 2 years' relevant experience in finance, legal support, audit etc.
    • Excellent interpersonal skills
    • Excellent verbal and written communication skills in English and Russian/Ukrainian
    • Computer literate (including advanced knowledge of Microsoft Excel)
    • Excellent attention to detail, organisational skills and discretion with confidential information
    • Ability to work independently and proactively
    • Proven ability to handle challenging work load
    • Knowledge or experience of NGO work is desirable
