Cash Based Intervention & Non-Food Items Coordinator, NGCA

Starting date: ASAP

Duration: 9 months with the possibility of extension

Citizenship: Ukraine

 

Background:

 

People in Need (PIN) has been active in Ukraine since early August 2014 and the humanitarian programs have been rapidly expanding since then. Currently, PIN is one of the major humanitarian actors in Eastern Ukraine while providing neutral and independent humanitarian aid to conflict-affected people. So far PIN has implemented number of multi-purpose cash grants, Shelter, Protection, Livelihoods and WASH interventions and supported more than 2 millions vulnerable populations, including IDPs, returnees and host communities in both urban and rural locations.

The ACCESS Consortium was formed in 2017 by PIN, ACTED and MdM. With DG ECHO support, partners have developed the significant experience of collective humanitarian intervention in Ukraine and a thorough, evidence-based understanding of the context. Since 2018, R2P and NGOF have collaborated as advocacy focused members of ACCESS and HelpAge now brings additional expertise.

This Action builds on ACCESS Consortium experience, and the sectoral and geographical synergies of the first two phases, to further address the humanitarian needs of the most vulnerable conflict-affected populations in eastern Ukraine

 

Position summary

 

CBI & NFI Coordinator is responsible for the direct implementation of CBI & NFI programs - leading the distribution team: work and inform community, identify beneficiaries, coordinate with local responsible representatives, select distribution points and conduct activities in line with the humanitarian standards and needs of local communities.

 

 

Main responsibilities:

 

  • coordinates project implementation at the field level;
  • regular visits to project implementation sites and assessment of the progress and sharing feedback with the Head of Project (HoP);
  • participates during the distribution process and supports CBI & NFI team;
  • supervises and monitors project implementation in the field, provides assistance to the implementing partners and reports findings to the Head of Project (HoP);
  • in collaboration with the CBI & NFI team, supervises the work of Local Field Workers and partner volunteers;
  • checks selection of beneficiaries in collaboration with the Assessment, Monitoring and Evaluation Unit;
  • collects relevant information from local communities (esp. their needs and problems);
  • continuously informs the Head of Project (HoP) about progress in project implementation, prepares reports about the situation in the field;
  • ensures that technical standards are met;
  • helps to ensure integration of project activities within overall sector programming;
  • contributes to documentation and reporting;

accompanies visitors from HQ and donors Organizations, provide translation and a brief description of the project progress during field visits and meetings for visitors.

  • closely coordinates with CBI&NFI team, HoP, SubArea Coordinator and Operations Department.
  • ensuring timely and effective delivery of tasks and activities;
  • s/he should contribute to monitoring of selection of beneficiaries by local community, partners and/or authorities. S/he knows the numbers and localities where distributions are taking place and contributes to targeting and re-targeting. S/he also cooperates with Implementing Partners (IP).
  • knows about the humanitarian situation in his area of responsibility and feeds information into targeting;

 

 

Required background and competences:

 

  • University degree in the area of economy, trade, social policy, international economy;
  • 2-3 years experience in the finance/ supermarkets chain management/ accounting department of enterprise is required;
  • Intermediate English level;
  • At least a basic understanding of humanitarian aid or development programming in an emergency context;
  • Advanced PC skills;
  • Analytical, written and verbal communication skills;
  • Reporting skills;
  • Strong organizational and time management skills;
  • Professional experience and capacity in the implementation of cash based intervention mechanisms in complex emergencies.
