The NPR (Non product related) sourcing manager will be responsible for a portfolio of indirect materials and services  across whole Group of companies of CRH Ukraine by acting as a sourcing manager by combining the category spends of companies to obtain greater value.

 The prime requirement of the jobholder will be the development, acceptance (internal and external) and implementation of sourcing strategies that deliver measurable business benefit to CRH Ukraine. This is a change management role as the organization is in the process of migrating from a mainly decentralized purchasing operation to one that is more centrally managed and focused on cost, supply chain and process improvement issues.

Key responsibilities:

• Lead the development of non-purchasing related group category in CRH Ukraine to improve effectiveness namely for non-core activities:

1. As an Outsourcing option;
2. IT;
3. Insurance;
4. Mobile communication;
5. Fleet (company cars);
6. Facilities and outsourced service (postage, security, cleaning etc.);
7. Any traveling expenses;
8. Office supplies and equipment;
9. Consulting and advisory;
10. Waste utilization;

• Developing appropriate sourcing supply strategies for NPR category group based on detailed knowledge of the market gained through any internal and external data collection and evaluation;
• For aspects of what is considered non-core activity there should be made analysis performed to determine the benefits and risks of “Outsourcing” options to the business.
• Continuous review of current practices and spends in CRH Ukraine, leading to the identification of opportunities and potential suppliers, with the result of creating and delivering sustainable savings for the whole Group;
• Focus on new local, national and international supply solutions in order to drive sustainable leverage, change and measured savings;
• Establish and drive CRH Procurement Best Practice by analytical approaches, such as cost analysis, and the category management processes. 
• Ensure full procurement compliance with business policies, safety, quality and CSR requirements.
• Preparation and presentation to senior stakeholders of recommended sourcing strategies and the benefits and implementation plans;
• Initiate and then work with cross functional groups in the implementation of sourcing NPR strategy;
• Accurate measurement of benefits achieved;
• Negotiations with and management of suppliers in specified categories, including the resolution of issues that may arise;
• Liaise with OpCos to encourage good purchasing practice and to ensure that sites take advantage of value adding opportunities such as consignment stocking and EOQ. 
• Provide full support to OpCos as appropriate.

• Strong analytical skills
• Good communication and negotiation skills;
• English – verbal and written.
• Proven track record of driving costs down and improving supplier performance
• Broad IT skills enabling the collection and presentation of information
