The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

The ICRC is looking for an enthusiastic and motivated person to fill the position of Movement Cooperation Officer in its sub-delegation/ delegation in Dnipro.

Purpose: 

Movement Cooperation Officer contributes to developing and implementing the delegation's objectives for cooperation with the Ukrainian Red Cross Society (URCS), in line with the ICRC’s Movement policies and in consultation with the URCS. Supports the URCS in assessing and analyzing its capacities, and in formulating and implementing joint assistance programs and development/capacity building activities in particular towards branch development objectives

Functional Responsibilities:

Partnership (50%) 

  • Contributes to implementing the operational partnership between the ICRC and the Ukrainian Red Cross society (URCS) by working closely with other ICRC departments  and the Ukrainian Red Cross society (URCS)  corresponding branches;
  • Makes trips to the field to prepare and attend joint assessments, meetings and operational activities;
  • Maintains an open line of communication with URCS technical staff on capacity-building needs and support;
  • Contributes to maintaining a constant overview of the Movement’s activities, capacity and affairs; contributes to organizing various operational/planning meetings;
  • Ensures that the URCS provides operational reports on a regular basis and according to established formats and procedures; 
  • Ensures regular follow-up of the joint operational activities; 
  • Advises other departments/management on the Cooperation file and cross-cutting issues. Follows-up on engagement planning of the URCS volunteers in ICRC operational activities.

Capacity building (50%) 

  • Identifies areas of capacity building for URCS and clearly communicates them to colleagues;
  • Organizes briefing sessions with ICRC and URCS for newly appointed staff;
  • Coaches URCS staff through Safer Access Framework (SAF) as well as information/dissemination sessions and shares related printed and video materials when necessary;
  • Facilitates the procurement for URCS branches upon request, through ICRC logistics supply-chain;
  • Implements findings/recommendations of field monitoring/rapid assessment and ensures subsequent support to the URCS branches;
  • Ensures regular follow-up of the capacity-building, Safer Access Framework (SAF) and National Society Development (NSD) activities;
  • Organizes and participates/makes presentations in annual Cooperation planning meetings;
  • Participates in field trips organized by ICRC/URCS in branches and supports their activities.              

Additional Duties: 

  • Understands the URCS activities and its relations with the ICRC and follows the situation in URCS branches and the general situation in the country;
  • Maintains regular contacts with the branches as well with other interlocutors (NGOs, associations, etc.) and exchanges information as required;
  • Organizes/facilitates/follows up on monthly Program/operational meetings with URCS and ICRC teams per oblast branch; 
  • Participates in the weekly Cooperation coordination meetings;
  • Contributes to the Annual Planning process on Sub-Delegation (SD) Cooperation part and on transversal issues;
  • Understands well the content of Parentship Framework Agreements and annual program operational agreements;   
  • Interprets and translates accurately from English to Ukrainian and Russian, and vice versa during field trips and meetings and documents, as required;
  • Provides contributions to specific reports Monthly SD activity report, Delegation’s bi-weekly reporting, prepares Field trip reports, Minutes of Meetings for various meetings;
  • Prepares thematic presentations when requested;
  • Keeps contact list of NS branches updated;
  • Substitutes Movement Cooperation Delegate during her/his absence;
  • Takes responsibility for their own professional learning and development;
  • Keeps files up to date at all times and guarantees proper filing of relevant supporting documents for future reference. 
  • Knows, applies and complies with all administrative and financial procedures and deadlines linked to his/her work;
  • Identifies anomalies or other issues and reports them to her supervisor. 

Required Qualifications and Skills:

  • Ukrainian citizenship;
  • University Degree in Communication, Social Sciences, Administration, Finance, management; 
  • 4 years of work experience in a similar field;
  • Experience in project and program management in project design, implementation, monitoring, and evaluation of community-based projects;
  • Experience in capacity building initiatives;
  • Fluent in written and spoken English and Ukrainian;
  • Availability and willingness to travel;
  • Good interpersonal and problem-solving skills;
  • Very good computer literacy (Excel skills, application of accounting software will be an added value).
