Protection of Family Links Field Officer

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

In 2022, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

The ICRC is looking for an enthusiastic and motivated person to fill the position of Protection of Family Links Field Officer in its sub-delegation in Dnipro.

Purpose: 

The Protection of Family Links Field Officer supports the implementation and monitoring of ICRC protection of family links (PFL) in his/her area of responsibility, in particular in relation to the support and accompaniment of families of missing.

Functional general responsibilities:

• Carries out PFL activities under the supervision of the line manager.
• Contributes to analyses of the security, socio-economic, cultural, and political environment in which the ICRC is working, shares relevant information with team members, and reports any changes in the situation.
• Contributes to the design and implementation of projects to support and accompany families of missing in Dnipro sub-delegation’s area of responsibilities.
• Collects, compiles, and translates PFL-related information.
• Analyses data and contributes to written internal reports; assists in institutional exercises relating to planning, budgeting, and monitoring programs.
• Helps to prepare, report on and follow up on internal and external meetings.
• Develops and maintains contact with municipal/regional authorities, local/regional National Society branches, the local population, families of missing, families’ association, and suppliers.
• May organise information sessions with families of missing and families’ associations. 
• Prepares, participates in and reports on all aspects of field visits.
• Fosters a constructive working environment (multidisciplinary approach, good team dynamics) among team members.
• Ensures the sustainability of their work and puts in place a system for archiving their work for the purposes of institutional memory.

Required Qualifications and Skills:

• University degree or relevant professional experience.
• 3 years’ experience in the field of social, political or economic sciences or similar.
• 1–2 years’ experience with the ICRC or another humanitarian agency an asset.
• Excellent command of English, Ukrainian and Russian
• Computer literacy.
• Proficiency in PFL - policies, frameworks, guidelines and procedures, Case Management in PFL, Humanitarian search methods and process, Usage of Data in Protection, Report writing, Emotional Intelligence, Partnership, Result-based management cycle, Planning and Organizing, Negotiation
• Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
