The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

 The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

 In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

 The ICRC is looking for an enthusiastic and motivated person to fill the position of Protection Field Officer in its sub-delegation in Poltava.

Purpose

The Protection Field Officer contributes to the implementation of the Protection of the Civilian Population PCP activities of the ICRC Area of Responsibility AoR, by collecting information and analyzing events causing civilian casualties as well as information on other International Humanitarian Law IHL violations affecting the civilian population. This includes supporting assessments by other Departments, supporting Civilian Casualty CIVCAS activities and other ICRC assistance.

Functional general responsibilities:

  • Implements protection activities under the supervision of the line manager.
  • Contributes to analyses of the security, socioeconomic, cultural and political environment relevant to the ICRC, shares relevant information with team members, and reports any change in the situation.
  • Contributes to the design and implementation of projects.
  • Collects, compiles and interprets protection-related information (with appropriate care for staff risk management).
  • Analyses and contributes to written internal reporting and activity programming (as part of institutional exercises).
  • Collects in a timely manner PCP and context information through various sources, including media, health authorities, security services, civil society, URCS, volunteers, etc.
  • Prepares, participates in and reports on all aspects of field assignments.
  • Contributes to the planning and implementation of the Protection of the Civilian Population activities (PCP), including the civilian casualty programme of the ICRC.
  • Liaises with civilian casualty focal points of Economic Security and Health Departments, or other Departments depending on the identified needs, and supports their assessments for the cash assistance to civilian casualties or their family members 
  • Ensures the internal reporting PCP activities in AoR, supports reporting on civilian casualty assistance and other ICRC assistance, including entries to the Protection Database.

 Required Qualifications and Skills:

  • University or professional degree in related field 
  • 2-3 years of work experience in related field 
  • Excellent command of English, Ukrainian and Russian
  • 2 years of work experience, ideally with humanitarian sector
  • Detailed knowledge of the local area
  • Computer literacy
