Security & Safety Officer

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

The ICRC is looking for an enthusiastic and motivated person to fill the position of Security & Safety Officer in its delegation in Kyiv.

Purpose: 

The Security & Safety Officer advises and supports the delegation management on potential risks to ICRC and ensures, together with management, the proper functioning of the delegation’s security management system.

Functional general responsibilities:

• Implements existing protocols and contributes to their review and update 
• Manages all radio room operations in the delegation and organises movement planning requests
• Draws up the duty schedule on a regular basis – including shifts, days off and holidays – and ensures replacements during absences so that the radio room remains operational 24/7
• Supervises, trains and coordinates all radio operators in the delegation
• Manages initial stages of any security and safety incidents and provides a detailed briefing in the handover to FSCMC/Head of Operations
• Analyses internal and external data to produce operational analytical reporting on security developments, indicators and trends

Required Qualifications and Skills:

• University degree. Accreditation in field of risk/crisis management a strong asset.
• Transferable experience in Safety Management Systems and Organizational Duty of Care
• 6-9 years’ experience in a similar field of activity.
• Security/safety management background preferred, experience in crisis management a strong asset.
• Fluent knowledge of English, Ukrainian, and Russian
• Computer literacy (word, excel).
• Proficiency in Knowledge and information management, Data analysis and management, Analytical thinking, Business Intelligence and Reporting, Networking and Building Relationships, Capacity building, Coaching and mentoring, Security and Crisis Management, Contract and/or consultancy management, Risk management, Design of Learning Programs, Strategic thinking, Partnership, Stakeholder management, Change management, Negotiation, Diversity management and inclusion
• Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
