The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in affected countries by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

The ICRC is looking for an enthusiastic and motivated person to fill the position of Water & Habitat Engineer in its sub-delegation in Odesa .

Purpose: 

Water & Habitat Engineer works with the Wathab Coordination team and other ICRC staff to support the coordination of ICRC engineering activities with external parties, and support internal engineering projects. S/he will assist field teams in the implementation of these projects, including design, procurement, and management of projects supporting water and energy utilities, and quality assurance for materials and goods sent to field sites.  

Functional general responsibilities:

  • Focal point for external coordination for infrastructure projects with all relevant stakeholders
  • Helps identify needs through assessments and surveys.
  • up (inging drawings of scales with standards, and etc. building provisions, projects, provisions, ensuring drafts of quantities/drafts of action is taken where necessary. 
  • Monitors and evaluates project implementation for compliance with project documents, ICRC standards, and local codes/standards, ensuring corrective action is taken where necessary.
  • Supervises small numbers of contractors and/or consultants working on project sites or studies and conducts quality control of infrastructure installed by the ICRC.
  • Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date.
  • Prepares implementation/progress reports.
  • Manages project purchasing on labor and materials according to the delegation's financial rules.
  • Administers hand-over of ICRC-provided infrastructure to end-users.
  • Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
  • Collaborates with Logistics Department on procurement of goods and construction materials. 
  • Provides information to their supervisor and project colleagues on stakeholder issues, security, and site progress.

Required Qualifications and Skills:

  • University degree in civil, structural or hydrological/hydraulic engineering, architecture or similar.
  • Additional vocational training in water supply, sanitation, construction, engineering or any related technical field 
  • 3-5 years' professional experience in a related field of activity.
  • Good knowledge of spoken and written English, Ukrainian and Russian.
  • Good knowledge of water and sanitation or construction engineering.
  • Proficient with drawing software skills in construction and hydraulics engineering
  • Proficient in use of AUTOCAD and MS project-management suite or equivalent 
  • Experience in assessing, surveying, calculating and preparing estimates and technical drawings of buildings 
  • Proficiency in Water Services in Urban & Rural Areas, Sanitation and Waste Management, Emergencies response and Disasters management, Proficient, Energy Supply, Construction and Civil works
  • Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
