The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.
The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000 field staff.
In 2014, the ICRC expanded its presence to Ukraine. There are more than 500 ICRC staff working in Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk and Odesa.

FINANCE AND ADMINISTRATION MANAGER
(maternity leave position)
Mariupol based
CORE RESPONSIBILITIES
- Provides support and guidance in fields related to finance, premises, welcome management and human resources;
- Conducts general checks on the use of resources, analyses them, proposes improvements and organizes implementation;
- Acts as adviser, trainer and coach on all financial or economic matters for the teams running humanitarian projects.
- Ensures that the UA Delegation financial rules and procedures are well implemented, explained and understood Provides a proper control of the expenditures and commitments.
- Analyses the financial situation of the sub-delegation, can be asked to prepare budget/monthly forecast
- Supports the Premises team in any lease and conditions negotiations (payment methods, installments, rent increase, etc.). Controls that rental payments are done on time.
- Implements Premises policies in line with ICRC standards (housing policy, standard item lists, etc.);
- Supervises the daily activities of the Welcome department (incl. organization of professional trips, accommodation, seminars, welcome briefing, etc.);
- Is responsible for locally hired staff, ensuring that ICRC's, UA delegation's policies and local applicable laws and regulations are known, understood, enforced and respected;
- Oversees the implementation of all HR procedures throughout the employment cycle of the employees (recruitment, induction, performance appraisal, disciplinary, promotion, etc.);
- Is the direct superior of the administrative staff of the Sub-Delegation.
The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.
POSITION REQUIREMENTS
Education and professional qualifications
- Business college or university in the field of business administration, finance/accountant, human resources, hospitality management.
- 3 years' work experience in a similar field of activity
- Fluent command of English
- Good computer literacy
- Capacity to adhere to and to implement procedures
- Good communication and negotiation skills
- Rigor, method and analytical skills

- Ability to demonstrate flexibility and take initiative;
