Detention Field Officer
AIM OF THE POSITION
The Detention Field Officer contributes, under the supervision of the Prison System Adviser and guidance from the protection department management, to the implementation of the ICRC systemic support to prison administration in Ukraine, by contributing to defined activities in line with the delegation's strategy, objectives and plan of action.
Develops and maintains contacts with authorities and other actors contributing to penitentiary reform in Ukraine, liaising between the ICRC and authorities, the ICRC and NGOs/International organizations. Implements and follows up activities aiming at supporting the penitentiary administration according to guidelines and instructions received, International standards pertaining to humane detention as well as the relevant legal framework pertaining to the penitentiary service of Ukraine.
CORE RESPONSIBILITIES
Systemic Support to prison administration
- Is involved in the organization of seminars, thematic workshops, training modules, working meetings and training sessions on relevant issues in the field of penitentiary administration;
- Participates and contributes technically in working group meetings working on the development of different types of documents for the penitentiary system;
- Works with relevant departments of the authorities, according to the activities planned by the delegation through the Prison System Adviser, to increase the effectiveness of the activities of these departments;
- Is involved with the development of recommendations and policy papers that contribute to the effective improvement of the conditions of detention;
- Supports the Prison System Adviser in organising study trips for the authorities where valuable, works on the planning and conducting of any study trips, ensuring they meet the ICRC guidelines, supports the follow up of these trips with planning and checking progress against agreed next steps;
- Works with Prison System Adviser on the identification of international best practice in order to share with interlocutors;
- Drafts and translates letters to the interlocutors and manages the process of sending letters;
Visit to people deprived of freedom
- To gain an overview of the conditions of detention and treatment in the places of detention, visits from time to time those places, in the company of the Prison System Advisor or delegates conducting visits to places of detention.
Reporting
- Writes reports, minutes of workshops, seminars, and meetings, based on given guidelines;
- Writes the programmes/agendas for meetings/training sessions/seminars/round tables/conferences;
- Contributes to the delegation's regular reporting mechanisms (e.g. Central Asian Monthly Report (CAMR), Biennial Field Review (BFR) and ad hoc reporting.
Administration - Finance
- Ensures necessary administrative work is completed on time, including working advances, cash requests and requisition orders (ROs) as relevant;
- Knows, applies and complies with all the administrative procedures linked to the organization of activities planned by the Protection team;
- Files information according to established guidelines.
Interpretation - Translation
- Interprets accurately from English to Ukrainian and Russian and vice versa during meetings and/or as required;
- Upon request, translates documents/letters from English to Ukrainian and Russian, and vice versa as required;
Correspondence and filing
- Drafts official letters to interlocutors,
- Ensures a proper filing of all internal and external documents and correspondence

POSITION REQUIREMENTS
Education and professional qualifications
- Higher Education (University or Institute), in an area relevant for the job (ie. Law)
- 4 years' work experience in a similar field of activity
- Very good knowledge of spoken and written English/Ukrainian/Russian
- Very good computer literacy

- Ability to network and build professional relationships both within and outside the organization
