The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 13,000 field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 500 ICRC staff working in Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk and Odesa.

WATER AND HABITAT ENGINEER

(based in Mariupol)

 

The position will be part of the ICRC water and habitat department in the Sub Delegation (office) of the ICRC in Mariupol. The Mariupol Sub delegation covers the geographical area of the Government Controlled Area of South Donetsk Oblast (MRI AoR).

 

The department identifies, designs and implements infrastructure projects to

 

  • Repair and rehabilitate housing and health and school buildings damaged by the conflict.
  • Improve conditions at the crossing points between government and non-government controlled areas
  • Rehabilitate infrastructure in Prisons
  • Repair and rehabilitate water supply networks and other utility infrastructure
  • The works are mainly implemented though contractors. However in the case of minor housing repairs with Red Cross Volunteers. The work on the water supply infrastructure is mainly in collaboration with "Voda Donbassa" and Municipal water supply companies, and is either implemented by these companies or by contractors engaged by ICRC.
  • The position will report to the Water and Habitat Engineer Programme Manager of the Water and Habitat Programme in Mariupol and will collaborate with the Team composed of three other Engineers.
  • The position will be assigned specific infrastructure projects with in the programme, according to their specific expertise and the requirements of the programme and will be expected to contribute and have a good knowledge of other engineer's projects.
  • The position will collaborate with other departments (for example health, logistics and finance departments) of the Mariupol Sub Delegation and with external partners (e.g. government, utility partners) to identify the projects and coordinate actions.
  • The position will work with the ICRC engineering staff and design companies and contractors to design, contract, and supervise and handover the works.
  • The position is based in Mariupol and will require extensive travel in the Government Controlled Areas of South Donetsk Oblast to identify and supervise projects.
  • The role of Water and Habitat Department in ICRC is to assess the water and housing needs of victims of armed conflict. The department plans projects to solve the problems encountered, negotiates with local authorities and firms regarding project planning and design, and works on the implementation of the projects and handles all aspects of their management.
  • Water and habitat staff provide support in all engineering aspects and have expertise in urban water supplies, building construction, hydraulic engineering, and civil engineering.

Minimum required knowledge and experience

  • University degree in civil engineering or similar.
  • Excellent command (spoken and written) of Ukrainian/ Russian language.
  • Working knowledge (spoken and written) of English.
  • Proficient in use of drawing software (AutoCAD) and preparation of Ukrainian Bills of Quantity (Smeta) including Smeta software
  • At least 3 years' work experience in a related field of activity
  • Good knowledge of water and construction engineering in Ukraine
  • Good computer literacy (Excel/ Word)
  • Good decision making, planning, organisational, negotiating, and analytical skills
  • Qualified and registered engineer
