    The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.



    The ICRC is mandated to work in countries affected by armed conflict and other situations of violence. The ICRC is present in over 80 countries and has some 13,000 field staff.



    In 2014, the ICRC expanded its presence to Ukraine. There are more than 300 ICRC staff working in Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk and Odessa.

    Based in Mariupol






    • Carries out and analyses needs assessments and surveys and shares analysis with (Deputy) WatHab Coordinator and Head of Sub-Delegation;
    • Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects in order to: repair and rehabilitate housing, health and school buildings damaged by the conflict; improve conditions at the crossing points between government and non-government controlled areas; repair and rehabilitate water supply networks and other utility infrastructure;
    • Monitors project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary;
    • Supervises the design work of staff under their responsibility and coaches them on their skills;
    • Supervises contractors and on-site work for all project types and conducts quality control during the design and construction of infrastructure installed by the ICRC;
    • Prepares implementation/progress reports at intervals set by the coordinator and Head of Sub-Delegation and/or consolidates reports by staff under their responsibility;
    • Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date;
    • Manages tendering and project purchasing on labour and materials according to the delegation's logistical and financial rules;
    • Networks with stakeholders, monitors security issues related to project sites and advises WatHab (Deputy) WatHab Coordinator/ Head of Sub Delegation where necessary; provides regular information to supervisors on security, stakeholder issues and site progress;
    • Administers hand-over of infrastructure installed by the ICRC to end-users. Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC;
    • Uses results-based management to evaluate project implementation and analyze data;
    • Manages a small team of engineers in Mariupol.



    The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.





    • University degree in architecture, civil or structural engineering, hydrology, hydraulics, geology or similar;
    • Excellent command (spoken and written) of Ukrainian/Russian language(s);
    • Very Good command (spoken and written) of English;
    • 6 years professional experience;
    • 1-2 years professional experience at the ICRC or an international NGO an asset;
    • Good knowledge of water and sanitation and/or construction engineering;
    • Experience managing a small technical support team (2 -4);
    • Good computer literacy (Excel/ Word);
    • Good management, decision making, planning, organizational, negotiating, representational and analytical skills.
