Ukraine Energy Efficiency Fund (EEF)

The Government of Ukraine has established the Energy Efficiency Fund (EEF) to support energy efficient (EE) modernization of Ukraine's residential housing stock. The EEF will be funded by the Government of Ukraine and will provide grants to homeowners of multi-family buildings to perform EE retrofits in their buildings. To support the Government of Ukraine, the European Union and the Federal Republic of Germany have contributed EUR 100 million into an IFC-managed multi-donor trust fund (MDTF) to provide grant assistance to HOAs to co-finance the implementation of energy efficiency measures in multi-family buildings.

To support the EEF, IFC has launched a comprehensive advisory services project (the Project) that aims to support the EEF, manage donors' contributions and create a market environment conducive for facilitating energy efficient renovation of multi-family buildings in Ukraine. The Project aims to support the EEF in disbursing grants to approximately 1,000 homeowners' associations (HOAs) to co-finance energy efficient renovation in their multi-family buildings facilitating total investment of about USD117 million.

 

Objective/ Purpose of Assignment:

To create a sustainable pipeline of projects for EEF's operations IFC has created a network of regional advisors (RA) who are expected to conduct a significant awareness-raising campaign. The main Regional Advisor's task is to provide on-the-ground support to HOAs throughout the grant application process and to promote the EEF's and partner banks' (PFIs) financial solutions to facilitate buildings retrofits.

 

Geography: The Regional Advisor will work at the region of presence (both oblast city and smaller towns) and might be involved in other regions when needed. The network of Regional Advisors is coordinated by the Regional Manager.

 

Tasks and responsibilities:

Promotion of the EEF's and partner banks' financial solutions to facilitate buildings retrofits:

  • Informing HOAs, house managers (HMs), NGOs, local governance in the assigned region and other interested parties about EEF procedures;
  • Develop and maintain database of HOAs and HMs providing support on EE at the assigned region(s); ensure regular contact with them (including cold-calls to HOAs); maintain analysis of local business environment for residential energy efficiency (EE) and regular information of Regional Manager on these issues;
  • Initiate regular meetings with vendors, financial institutions and other private sector partners in the region;
  • Initiate seminars and other events for HOAs, identified HMs and other interested parties to promote residential energy efficiency and conduct training on different EE issues (in cooperation with the private sector partners);
  • Participate in regional conferences, workshops with the public sector and PFIs and other events on EE issues;
  • Collect data and drafting of success stories on EE issues.
  • Participation in Energy Efficiency Fund (EEF) procedures and documentation development, improvement and implementation;

Providing on-the-ground support to HOAs throughout the grant application process:

  • Provide expert consultations to HOAs on technical and financial matters connected with EE;
  • Assist HOAs in preparing of the multifamily building strategy plan;
  • Assist HOAs in preparation and conducting of HOAs general meetings within the grant application process;
  • Assist HOAs in preparing necessary financial statements/reports required by the financial institutions for the obtaining commercial financing;
  • Assist HOAs in different issues of their cooperation with HMs in implementation of EE modernization;
  • Assist HOAs in their negotiations with the financial institutions, vendors and other partners, as well as HMs;
  • Assist HOAs with other issues concerning commercial finance obtaining from PFIs and EEF grant application process.

Building institutional capacity of housing managers to improve their role in support energy efficient initiatives in served HOAs

  • Collaborate with local government, HMs, HOAs, associations of HOAs, NGOs, opinion leaders and other market stakeholders to promote practical implementation of housing management reform and role of housing managers in support to HOAs in undertaking energy efficiency projects when necessary;
  • Support Project's training initiatives on housing management and energy efficiency for HMs and HMs-to be on local level and providing advisory services to HMs on practical implementation of the obtained knowledge and skills
  • Collect data and contribute to development of Project's success stories and lessons learned on HM support to HOAs on EE initiatives when available.

Deliverables:

  • database of HOAs and HMs providing support on EE at the assigned region(s); database of the EE grants and loans (monthly updated);
  • results of analysis of local business environment for residential energy efficiency and status of the implementation of housing reform and housing management market development on the municipal level in the region of presence per RM request;
  • trainings and other educational and awareness events on the relevant issues according to the plan agreed with the RM;
  • educational, distributing and awareness materials on relevant issues;
  • data for success stories and lessons learned;
  • reports on advisory services provided to HOAs, HMs and other stakeholders on EE issues and effective housing management and their results;
  • local EE co-financing programs developed by municipalities with the RA advisory support;
  • EEF grants and banking loans obtained by HOAs with the RA's advisory support.

 

Requirements:

  • University degree in economics, finance, engineering or business;
  • At least 3 years' experience of creating business plans and financial models;
  • Strong knowledge of the Ukraine housing sector and/or ЕЕ. Experience in international energy efficiency projects, supplier companies, HOAs etc. gives an advantage;
  • Knowledge of the commercial lending practices strongly desired;
  • Outstanding interpersonal and persuasion skills;
  • Strong communication and presentation skills;
  • Ability to travel extensively within the assigned region and throughout Ukraine;
  • Native Ukrainian and Russian writing and oral skills;
  • Ability to prepare reports in English.
