Head of Recruitment and Assessment develops and implements effective sourcing/selection strategies for hiring candidates in various positions ranging from entry to executive level. He/she is responsible for the developing strong workforce planning, enhancing employer brand of the Bank, expanding talent pipelines for current and forecasting future recruiting needs and ensuring an excellent candidate experience.

Job Responsibilities

  • Elevate the talent acquisition function to a strategic level anticipating the business needs, developing diverse talent sourcing plans and nurturing talent pipelines

  • Define the annual hiring plan and translate it into a sourcing plan aligned with the Bank strategy

  • Ensure the acquisition of high caliber talent at all levels by effectively using new technologies to locate, engage, and attract prospective candidates in a full range of positions

  • Direct and manage full cycle recruiting efforts including branding, selection, interviewing, social media, hiring manager training, metrics and reporting analytics

  • Anticipate needs, forecast staffing shortages, and formulate proactive short and long-term strategies

  • Establish innovative candidate sourcing strategies, especially for hard-to-fill positions.

  • Enhance the Bank's Employer Brand by leveraging social media channels, attending professional networking events and ensuring best candidate experience

  • Proactively create and leverage numerous channels to drive quality applicant pools

  • Research, recommend and administer job-appropriate assessment practices and methods, testing and other tools as part of the selection process for improving the hiring process

  • Proactively target recruitment venues that grow the candidate pipeline, aligning with the needs of the Bank staffing plan

  • Develop tailor-made graduate programs in working closely with learning and development team

  • Target the right Universities partnerships to establish brand awareness and provide a sustainable pool of junior talent

  • Develop and maintain recruitment and selection systems, processes, procedures, guidelines, policies, selection practices and tools, reporting, and data analytics to enhance recruiting effectiveness

  • Optimise the use of digital and social media channels to source high quality talent

  • Screen, interview, and assess candidates and collaborate with hiring managers to facilitate a smooth recruitment process

  • Develop, recommend and consult hiring managers in using appropriate selection assessment methods and pre-employment testing tools to enhance the quality and productivity of the Bank's workforce.

  • Lead the team to deliver the annual hiring plan Develop and coach team members to improve their skills in respect of assessment and selection

  • Manage recruitment challenges and drive efficiency and effectiveness within the team

  • Develop team's ability to participate in recruitment functions including job fairs, conferences and career events, targeting unique applicant populations

  • Manage key stakeholder relationships at all levels

  • Establish a subject matter expertise in executive search for senior leaders

  • Design and conduct training activities for recruiters and hiring managers

  • Provide line management with tools, techniques, and processes to help identify talent in the recruitment process

  • Manage relationships with appropriate external, including vendor selection, contract negotiation, and outsourcing to meet talent acquisition and workforce hiring goals

  • Effectively manage budget for recruitment and selection and maintain cost controls for agency usage, cost per hire and operational effectiveness

  • Stay abreast of industry trends, best practices, technological advancements and benchmark comparisons

  • Ensure recruitment and selection processes are handled in a legally compliant and consistent manner, including job approvals, job postings, interviews, pre-employment screening, candidate selection, job offers and candidate communications.

 

Minimum Requirements

 

  • Bachelor's Degree in Human Resources Management, Social Sciences, Management, Psychology, or other related discipline

  • 5+ years of previous experience in executive search/ recruitment

  • 3+ years of previous experience in leading a company-wide or regional/segment recruitment function

  • Well-informed about latest recruitment trends and methodologies including digital and social channels

  • Proven track record in successful talent acquisition experience within an international or local large-scale organization

  • Fluent English and Ukrainian are the must
