MEAL Assistant

HEKS/EPER is looking MEAL Assistant. Base in Kherson with the possibility of business trips.

Job objective

Working as a key member of the Monitoring, Evaluation, Accountability and Learning Team (hereinafter - MEAL), the MEAL Assistant is responsible for data collection, surveys, physical and remote monitoring of program activities and assists HEKS/EPER Ukraine team in data analysis.

Main tasks and responsibilities

Data processing:

• Data collection, including but not limited to telephone surveys and other remote monitoring surveys, physical monitoring missions.
• Use data stored in databases to support regional teams in interpreting data, clearing data, and analyzing data using statistical methods.
• Ensure compliance of database management and data protection policies with HEKS/EPER Ukraine in Ukraine and Ukrainian legislation.
• Support the development and implementation of plans, tools and systems for monitoring and evaluation for programs in and around the area of activity.
• Supporting team members in monitoring and evaluating program activities and products.
• Assistance in monitoring generally accepted accountability and adaptability practices.
• Perform other duties as required by the MEAL Officer/MEAL Manager.

Information management

• Supervise data collection for information management and information exchange activities with partners, clusters, residents, authorities and stakeholders, and liaise with the information management database assistant.
• Support the improvement of the information management systems in the center in cooperation with the database assistant, including: identification of information gaps, development / review of tools, data and reports, supervision of data collection.

Planning, implementation and reporting

• Support in planning and implementing the MEAL framework program activities in collaboration with MEAL Officer. 
• Implement MEAL Plan-compliant MEAL processes for the collection, analysis, and usage of data to measure progress against indicators and promote programmatic learning on sectors assigned.
• Plan according to priorities in consultation with MEAL Officer and MEAL Manager, including dissemination of work plans and MEAL information products.
• - Conduct routine monitoring of all sectoral assigned project activities.
• - Ensure follow-up and resolution of feedback and actions agreed upon during debriefing with the program.
• Support the implementation of evaluation and learning activities.

Other tasks

• Assist with and contribute to conducts trainings of program on MEAL tools and methodologies. 
• Actively monitors the possibilities of joint needs assessments and contributes to their development as well as the actual data collection and reporting.
• Assist with and contribute to humanitarian needs assessment.
• Other tasks as requested by MEAL Officer/MEAL Manager.

Competencies & requirements

• Strong computer skills with Microsoft packages, including Excel, Word and Outlook (especially Excel).
• Working English is required, level A1-A2
• Previous experience in NGO is required, preferably in MEAL, data-collection, or Program position.
• Strong analytical skills with the ability to process and analyze large amounts of information with attention to detail and accuracy.
• Fluency in Ukrainian and Russian.
• Flexibility and desire to learn new tools.
• Attention to detail.
• Strong team player.
• Ability to work under pressure and in a short time.
• Willingness to travel. 
• Experience in socio-economic analysis is an asset;
• Good organizational, communication and interpersonal skills;
• Ability to think creatively in terms of tool and process development and optimization;
• Flexibility and adaptability to ever-changing needs and responsibilities;
• Ability to work independently;
• Excellent critical thinking and problem-solving skills;
• Familiarity with the aid system and understanding of donor and governmental requirements is an asset.
