Information management Manager

Job objective

HEKS/EPER is looking IM Manager. Base in Dnipro (possibly in Odesa).

Information management Manager is local Ukraine position and only person having the right to work in Ukraine can apply.

The Information Management manager must manage the Information Management team, ensuring and coordinating with other departments the gathering, the registration and the analysis of the data collected in the field and generate the requested reports. S/he oversees the whole information system of the mission. The IM Manager must achieve the following global tasks:

• Proper implementation of all aspects linked to information management;
• Overall supervision of data collection and reporting quality.

The successful candidate will oversee all HEKS/EPER IM team and activities in all Ukraine : Donetsk, Kharkiv, Odesa, Kherson oblasts. S/he can decide to be based in HEKS/EPER regional office either in Dnipro (preferred option) or Odesa. In any case s/he should business trips. Possible arrangements can be discussed during the interview.

Tasks and responsibilities

1. Database management and supervision

- To design the different databases based on MEAL Manager request;

- To ensure quality and accuracy of data gathered by the field teams;

- To translate data from Ukrainian into English;

- To enter and manage the project data and make them ready for reporting;

- To provide to the field teams digital data collection solutions adapted to their needs

- To participate to the selection of beneficiaries in collaboration with the implementation and AME teams.

- To train the IM Assistants and to be proactive regarding internal or external training needs;

- To supervise IM Assistants (daily management, performance evaluation, holidays management,

Individual Action Plans, team objectives);

- To constantly liaise and coordinate actions with the MEAL Manager in all technical issues.

2. Information Management Systems Development for Program data

- To support the roll-out and development of new databases and processes by providing quality feedback

on their utility/impact and suggest improvements where needed

- To suggest and implement improvements to Information Management processes in order to increase

accuracy and/or simplify / streamline activities

- To enforce specific IT support related to IM issues;

- To develop and maintain quality data entry tools;

3. Internal and external reporting

- To provide internal reporting on activities according to internal tools;

- To support internal/external reports by ensuring data and analysis are available;

- To ensure monitoring tools and data collection is adapted to reporting needs;

- Report ongoing/ unsolved IT problems to MEAL Manager.

4. Geographical Information System

- To develop GIS solution for monitoring purpose and program specific requirements

- To create maps upon requests, linked to data collected on the field

- To develop the GIS capacities of the IM team and to train Program on the use of GIS

5. Information Management Systems Development for all departments

- To review the information system at the mission level and propose improvements;

- To support the roll-out of processes that will ease the storage and exchange of information and documents between departments;

- To ensure the proper implementation of HEKS/EPER guidelines regarding archiving and confidentiality;

- To keep archiving policies updated, to identify new requirements, and to keep the rest of the mission informed.
