HEKS/EPER is looking Area Manager. Base in Odesa, then Mykolaiv. Regular business trips to the southern region.

Job objective

The Area Manager is responsible for management of the project activities in the designated areas, aimed at emergency humanitarian assistance to the people. Takes a lead in the needs assessment, design, planning and implementation of the humanitarian response activities in the designated areas in accordance with humanitarian standards, Fund policies and procedures and resources available. Responsible for supervising the employees in the target regions and for overall smooth operation of the subordinate departments.

Main tasks and responsibilities

  • Ensuring the coordination, development and monitoring of the programs implemented within employee’s intervention zone.
  • Ensuring that the programs implemented in the designated areas are relevant, effective and consistent.
  • Ensuring that the programs in the designated areas are implemented in accordance with the approved proposal and requirement of donors’ and Funds’ strategy, policy and technical requirements. 
  • Direct management of Emergency Team Leads in his/her designated areas and overall supervision of field teams in those areas. Participating in recruitment of the field staff in his/her designated areas.
  • Spend most of the working time traveling to different places/locations, considering security requirements, holding meetings with representatives of different fields of activity (need determination, discussion of activity planning, evaluation of the distribution site, etc.) taking into account all safety requirements.
  • Expand the area of operations by adding other regions/regions and places, in accordance with the whole of the Foundation, as necessary and with security in mind.
  • Agree to the publication of photos with the activity, without an additional form of consent for the use of photos by the Foundation from each activity
  • Monitoring and analysing the humanitarian, political, cultural, social and economiс context in the designated areas.
  • In collaboration with related Fundєі departments, contributing to the development of the operational strategy in line with the Fund policies and the emergency population's needs in the designated areas.
  • Keeps on overview of the budget for his/her geographical area of intervention and proposes the best ways of operations and activities benefitting the economies of scale and operational efficiencies.
  • Contributing to the new project’s conceptions in collaboration together with other responsible employees.Promote compliance with the requirements of the internal policies and procedures of the Fund, inform the line manager in case of non-compliance with these requirements by stakeholders or subordinates.
  • Organize and control the availability and correct execution/movement of the necessary monitoring, assessment and reporting documentation.
  • Contribute to the development and implementation of program activities.
  • Leasing with regional and local authorities, relevant partners and stakeholders, UN and NGOs at local and regional levels in his/her designated areas in order to build synergies and strengthen coordination of the humanitarian activities.
  • Supervising the overall security situation (monitoring the security environment; ensuring the application of procedures anaging any security incidents) at the field levels in the designated areas.
  • Submit visibility requests (stickers, apparel, etc.) in a timely manner to Public Relations and Press for design development/approval and Procurement for acquisition. Do this at the same time as submitting documents for the purchase of goods and services of sets
  • Perform other management orders as necessary.
  • Promotes and takes an active part in quality improvement processes.
  • Complies with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.

Language skills

  • Ukraine, Russian – fluent, English level В2/С1

The Employee is subject to the following qualifying requirements:

  • Education Degree: University degree in Social Sciences, project management, business or related field 
  • Minimum 3 years of experience in project management or regional/field coordination in the non-government sector of Ukraine.
  • Extensive NGO background, with significant understanding of understanding of humanitarian as well as development programming.
