HEKS/EPER is looking Gender Based Violence Programme Community Outreach Worker. Base in Kharkiv with the possibility of field trips.

Job objective

HEKS/EPER is implementing an emergency response focused on targeting the most vulnerable individuals and IDPs in Ukraine. HEKS-EPER will target 50,250 of the most vulnerable individuals in Kherson, Mykolayiv, Zaporizhzhia and Kharkiv regions (Oblasts) with immediate unconditional cash, Food and NFI, WASH services. HEKS is in process of developing protection programming to address the needs of women, girls, boys, and men while implementing mental health and psychosocial support, sexual reproductive health rights (SRH), and gender-based violence (GBV) response and prevention in Ukraine's east-southern oblasts. Therefore, HEK-EPRP is looking for a GBV community outreach workers to join the women and girls safe space (WGSS) team in Odesa. The community outreach worker will be in responsible of providing awareness raising, provide information, organize events, support and resources for women and girls in the communities of operation. The community outreach worker will report to Protection Officer (GBV Focal Point).

Main responsibilities and tasks:

Responsibilities include, but are not limited to:

Community outreach:

  • Offer awareness on various GBV topics, coordinate with center staff (case workers).
  • Provide women and girls with relevant information about the availability and benefits of gender-based violence services.
  • Facilitate, collect and report information regarding the overall situation of vulnerable women and girls at risk.
  • Developing and facilitating relationships between relevant community/governmental stakeholders to manage the implementation of projects within Odesa social and psychological support center for survivors of domestic violence and GBV.
  • Organizing group event, as necessary.

Supporting Protection Team: 

  • Provide basic emotional support and psychological first aid.
  •   Participating in the planning and implementation of GBV activities in the center.
  • Facilitating all qualitative/ quantitative assessments (Focus Groups Discussions, Key Informative Interview, Safety Audit, etc.) to better understand the risks of GBV, to map points of service for GBV and CRSV survivors and identify support structures. If required.
  • Carry out any other tasks assigned by protection officer from time to time
  • Support with organizing group activities inside women and girls safe space located in Odesa.
  • Support the team of volunteers with provision of dignity kits, MHM to women/girls.

Technical competences

  • Relevant experience helping GBV survivors and vulnerable women/girls is required.
  • Knowledge and understanding of health and social protection system of Ukraine, and familiarity with I/LNGO service providers.
  • Contribute to the program's and organization's integrity by maintaining the protection principles, Code of Conduct and Ethics, and adhering to anti-harassment, safety, and PSEA regulations.

Project Strategy and planning

  • Prepare monthly induvial work plan and share with Protection Officer.

Database

  • Submit monthly qualitative/ quantitative data to protection officer.
  • Proficiency in Microsoft Word, Excel and Outlook.

Coordination

  • Develop and maintain contact with relevant local stakeholders, humanitarian partners and service providers to strengthen access to services and build support for survivors.
  • Together with case worker team, develop services mapping and functional referral pathway.

Representation

  • Represent HEKS-EPRP at field level coordination meetings when needed.

Reporting and quality control

  • Seek feedback from GBV survivors, vulnerable target groups and adapt services accordingly 
  • Support with GBV needs and gaps assessment, safety audit, post-distribution monitoring and satisfaction survey.
  • Community outreach worker will report directly to Protection Officer (GBV Focal Point) and share monthly progress report.  
  • Adhere to strict data protection and information-sharing protocols to protect the privacy, confidentiality, and safety of survivors.

Job requirements:

Knowledge:

  • University degree in Sociology, Psychology, Communication, social work and/or at least one-year relevant area work experience.
  • Understanding of humanitarian Response, especially protection concepts & approaches.
  • Demonstrated familiarity, respect, and empathy for affected populations.

Skills: 

  • Good interpersonal skills, good communication and listening skills, organizational & analytical and ability to work well in a team. 
  • Demonstrated commitment to core principles of GBV programming, including gender equality and survivor-centered support services. 
  • Familiarity of monitoring & evaluation tools & documents is preferable.

Languages:

  • Written & verbal proficiency in local language (Ukrainian & Russian).
