Senior Pharmacist Officer

Under the supervision of the Health Coordinator, the Senior Pharmacist Officer will coordinate all pharmaceutical-related activities including the distribution, storage, prescription, dispensing, consumption, inventory, and quality management of supplies. The Pharmacist will work closely with the logistics team to ensure proper procedures are in place.  The Pharmacist will need to travel periodically from Dnipro to field offices and warehouses in Odesa, Kyiv, and Kharkiv, as well as to field sites where mobile teams are operating. 


  • Manage pharmacist technical staff, including pharmacy storekeepers (FHI staff and incentivized volunteers from MoH).
  • Facilitate the procurement of pharmaceuticals and medical commodities in compliance with USAID/BHA and Ministry of Health standards at a cost-effective price.
  • Work closely with logistics department to facilitate the importation of pharmaceuticals from international vendors, and facilitate the in-country procurement of medical consumables and equipment
  • Develop and maintain a central tracking system for stock, distribution, and consumption of pharmaceuticals, medical supplies, and medical equipment.
  • Develop internal Standard Operating Procedures (SOPs) for tracking, storage, distribution, and dispensing of pharmaceuticals and medical supplies.
  • Develop and organize trainings for FHI 360 staff and MoH staff at PHCs on good storage and distribution practices (GSDP).
  • Work with the logistics department to coordinate regularly with Atlas Logistique and Farmasoft on storage, stock tracking, and transport of medical commodities to field sites.
  • Establish and maintain systems for storage and tracking of pharmaceuticals for mobile medical teams within local MoH primary healthcare centers.
  • Work with logistics department to establish and implement internal systems for dispatching of medicines and commodities from Atlas and Farmasoft warehouses to field sites.
  • Work with logistics department and health officers to ensure that all appropriate documentation is completed and monitoring activities conducted for donations of medical commodities to health facilities.
  • Put in place quality control systems and ensure FHI 360 programming is compliant with donor and MOH guidelines, as well as national laws.
  • Conduct field visits to supervise and monitor each mobile team and sub-national pharmacy store.
  • Carry out inspections / audits of pharmaceutical storage in Farmasoft and MoH mobile teams. Conduct verification for all new procurements of medical commodities and pharmaceuticals upon receipt at the warehouse.
  • Work with the staff in mobile teams to ensure all relevant tracking systems are in place, and ensure that the staff are trained on the FHI 360 tracking system as well as donor reporting requirements.
  • Work with the M&E team to establish data collection methods for project indicators related to pharmaceuticals (including on restricted-use medications) and medical commodities. 
  • Ensure all data collection tools and databases are in place for each MMU,and aligned with MoH and internal reporting requirements. Provide technical guidance to the M&E department to ensure all necessary information is being collected.  
  • Ensure pharmaceutical-related tracking data (stock, consumption etc) is collected and reported on a monthly basis.
  • Prepare weekly activity plans for review by Health Coordinator.
  • Any other tasks as requested by the Health Coordinator.  


  • University degree in pharmacy-related field.  
  • 3-5 years of experience working as a pharmacist.
  • Experience working in pharmaceutical distribution and warehousing, preferably with NGOs and in humanitarian operations.
  • Demonstrated knowledge of technical standards and best practices in pharmaceutical storage, distribution, dispensing, and tracking.
  • Demonstrated project and personnel management skills. 
  • Strong organizational skills, especially in time management and prioritization, and attention to detail. 
  • Excellent analytical and reporting skills 
  • Outstanding knowledge of MS Office (especially Excel) and pharmaceutical databases.
  • Fluent in Ukrainian and proficient in English.
