POSITION OVERVIEW
Under the supervision of the Senior Monitoring and Evaluation (M&E) Manager, the M&E Officer is responsible for helping to establish a strong M&E system for FHI 360’s humanitarian response in Ukraine field locations. They will design and make use of an electronic database to capture program data and to produce relevant reports for internal and external purposes; ensure data quality using different data quality assurance mechanisms; document all M&E related files; and assist all FHI 360 technical teams in establishing their respective proper documentation systems.
KEY RESPONSIBILITIES AND DELIVERABLES
- Ensure that MEAL (Monitoring, Evaluation, Accountability, and Learning) systems and tools are in place and being implemented at the field level and communicate any issues or inefficiencies that arise, to the MEAL Manager in a timely and proactive manner
- Assist the MEAL Manager to coordinate and oversee the development and maintenance of appropriate databases to accurately track and/or analyze data collected from various interventions across program activities.
- Participate in the development of project/periodic MEAL plan, consistent with the work plan
- Support program field staff in the collection of activity- and output-level monitoring data during activity implementation
- Undertake regular field visits to monitor and supervise project implementation, identify bottlenecks and success stories
- Conduct data quality assessments in the field, check the quality of the beneficiary data (completeness, reliability, consistency, double counting, etc.) coming from the field and initiate corrective actions through routine monitoring
- Participate in baseline and endline survey studies and any other regular assessments
- Compile regular reports from field locations
- Actively promote meaningful community participation and consultation during planning, implementation, monitoring and evaluation;
- Work with program and partners to ensure that appropriate community feedback mechanisms are functional and accessible, and that feedback and complaints are welcomed and addressed
- Ensure complaints and feedback are collected, recorded in a database, reviewed timely, tracked, and shared with MEAL/Program teams for a timely response
- Support the effort of documentation and sharing of program results, ensuring sharing of lessons learnt and good practices
- Provide technical guidance to project teams and partners on the development and use of monitoring tools and instruments as well as reporting of program progress in the field location
- Assist the MEAL Manager to conduct trainings as needed for programs and partner staff on the use of MEAL tools, mobile based data collection tools and feedback and complaints mechanisms
- Available to travel domestically 3-5 days a month to conduct distribution monitoring or site monitoring, sometimes on short notice
DESIRED QUALIFICATIONS
- Typically requires 3-5 years of experience and training on participatory result-based M&E or any M&E related positions
- University Degree or equivalent experience in Statistics, Economics, Sociology, International Development, Public Health, Nutrition, Humanitarian Studies, or relevant discipline.
- Highly knowledgeable on Microsoft applications and different statistical software packages (Power BI, SPSS, STATA, Epi-info, and R)
- Understanding of Project Cycle Management and gender and protection mainstreaming
- Experience with designing and/or implementing qualitative and quantitative M&E data collection, analysis, management, including tracking outcome indicators, conducting program evaluations, and report writing.
- Prior work experience in a non-governmental organization (NGO), government agency or related industry experience in a relevant technical area
- Strong understanding of USAID and/or USAID’s Bureau for Humanitarian Affairs requirements a plus
- Fluent in Ukrainian and good level of English.
