FHI 360 is a US-based NGO dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions.  FHI 360’s Crisis Response team is responding to the humanitarian emergency with the 12-month Ukraine Humanitarian Assistance Response Program (UHARP), providing integrated health and protection programming focused on decreasing morbidity and mortality among the conflict-affected population.  For more details, visit our website: www.fhi360.org. 

Health sector activities will include identifying and filling critical needs at identified facilities with a particular focus on Non-Communicable Diseases (NCDs), in close partnership with Oblast Departments of Healthcare. In areas where the health system may be overwhelmed due to sudden population movements, areas of former besiegement or areas that may be experiencing a potential infectious disease outbreak, FHI 360 will provide direct support to primary health care using mobile clinics, which will be mobilized when needed and upon request for support from national or sub-national health authorities. Additionally, to strengthen capacity for clinical care for cases of rape and sexual violence as well as improved integration of mental health support, the project will deliver training on WHO’s mental health Gap Action Program (mhGAP) and Clinical Management of Rape (CMR).


Under supervision of the Health Coordinator, the Health Officer is responsible for developing and leading technical programming and plays a critical role in ensuring the organization’s emergency programming is responsive to the needs of conflict-affected populations in Ukraine. They will ensure health-related activities adhere to technical standards for the field and will support technical programs from assessment and conception through close-out and evaluation.


  • Work closely with the Health Coordinator to achieve program objectives and improve the quality of primary health care (PHC) services delivered at supported facilities and by mobile teams – including preparation of health training materials, providing continuous field-based assistance and clinical supervision of supported mobile teams, and tracking the inventory of medical and non-medical items used in the project.
  • Collect and coordinate health data for the project, while maintaining records and utilizing automated data systems for tracking project progress, providing inputs for program reports, and monitoring compliance with national protocols and standards.
  • Engage closely with government health departments at oblast, raion, and hromada levels to identify emerging needs and ensure that FHI 360 humanitarian health programs are targeting the most critical gaps. 
  • Participate in sub-national and regional health coordination and technical working group meetings. Coordinate with other humanitarian health actors working in the region.
  • Work closely with internal health and logistics teams to ensure medical commodities are received and stored at the regional warehouse, and distributed to field sites for project activities.
  • Any other tasks assigned.


  • At least 3 years of national work experience in primary health care programs.
  • Prior work experience in a non-governmental organization (NGO) is highly preferred. 
  • Fluent in Ukrainian and excellent in English.
