arche noVa - initiative for people in need is a religiously independent non-profit, non-governmental organisation (NGO) based in Dresden, Germany, working in the field of humanitarian aid, rehabilitation and development. Our primary focus is Water, Sanitation and Hygiene (WASH). Further information about the organisation: www.arche-nova.org

arche noVa is starting a relief program in Ukraine responding to the unprecedented humanitarian crisis. Since the 24th of February 2022, the war in Ukraine shows no signs of abating and continues to drive increasing humanitarian needs across the country, especially in eastern Donetska and Luhanska oblasts. The hostilities have resulted in civilian casualties that continue to grow and significant damage to infrastructure and buildings. The war has affected all spheres of life and uprooted over 12 million Ukrainians, including millions of children. 

For the implementation of the arche noVa relief measures, we are looking for a Finance & Administration Officer (national position)


Duration: until the 30th of June 2023 with the possibility of extension

Position to be filled: asap

Duty station: city of Kyiv with possible trips to the neighbouring oblasts

Contract: consultancy or labour, with two months of a probation period 

Responsibilities:

  • Supporting the relief measures implementation by establishing structures in place and overseeing the financial and administrative issues
  • Supporting the Country Representative (CR) in planning, implementing and monitoring the projects, including budget 
  • Supporting the CR in establishing the local office(s)
  • Ensuring compliance with donors' guidelines, ache noVa internal regulations and relevant Ukrainian legislation 
  • Carrying out the day-to-day financial activities, including project costs, operating and office expenses, salaries, etc.
  • Overseeing the HR-related issues, including the preparation of contracts and job descriptions, staff superintendence, remuneration payments and any other relevant tasks
  • Recording, tracking and reconciling advances, expenses, and financial liabilities using an internal accounting system
  • Ensuring the proper documentation of all expenses incurred within the framework of the implementation of the projects
  • Overseeing cash flow activities 
  • Preparing monthly financial reports to be forwarded to the arche noVa HQ
  • Overseeing all the administrative issues to ensure smooth office(s) operation
  • Establishing and maintaining effective working relations with local authorities, donors, partners, contractors and service providers
  • Performing other relevant duties as and when required

Requirements:

  • Degree or certificate in relevant fields
  • Minimum 3 years of demonstrated experience in administration and finance
  • Strong knowledge of financial and accounting standards, as well as Ukrainian legislation in relevant fields, including but not limited to the Labour and Tax Codes
  • Experience in preparing tenders for construction works and materials  
  • Experience in project proposal writing incl. budget 
  • Ability to work in a team 
  • Good command of Ukrainian and English (both written and spoken) is mandatory
  • Strong self-organisational skills
  • Ability to work under stress
  • Readiness for occasional field trips bearing security and access considerations foremost
