Donors Grants and Budgeting Officer

POSITION SUMMARY  

HIAS Ukraine is looking for a Grants Finance Officer to join a small but dynamic team based in Ukraine. The officer will create monthly financial reports for grant reporting, ensure expenses are categorized according to specific donor regulations, and ensure the financial integrity of all financial reports submitted to donors.  

ESSENTIAL FUNCTIONS 

  • Analyze and monitor project budgets to ensure proper charging of projects expenses and spending  

  • Perform monthly financial analysis and share with project management and leadership for decision-making. 

  • Ensure all costs are accurately attributed to the appropriate project, donor, or fund 

  • Conduct periodic project/partner visit for financial review and capacity building in finance management. 

  • Reviewing partner financial reports and submit to HQ for processing and approval 

  • Build partner capacity in financial and fixed asset management to ensure grants compliance 

  • Examine financial data for accuracy and compliance with policies and procedures  

  • Ensure financial integrity of HIAS Ukraine financial reports to donors 

  • Maintain the project assets and have an updated asset register as per the donor regulations 

  • Ensure that all project staff submit timesheets and labor distribution reports as per the donor guidelines 

  • Facilitate annual project audits & monitor the implementation of audit recommendations 

  • Prepare and present reports translating technical financial data into informative reports for management  

QUALIFICATIONS & REQUIREMENTS 

  • University degree in accounting, finance, or other related sphere  

  • Minimum 5 years of work experience in a first-rate professional environment and a minimum of 3 years in progressive working experience in a donor-funded environment with adequate exposure to project accounting, and financial management including budgeting, grants, contracts and partner management 

  • Expert-level proficiency in Microsoft ecosystem: Sharepoint, Teams, OneDrive, Outlook, and especially Excel 

  • Demonstrated experience and skills with budget preparation and analysis, financial, reporting preparation and presentation 

  • Proven ability to translate technical, and financial data into informative reports 

  • Self-starter capable of learning independently 

  • Strong interpersonal skills and team player skills. 

  • Teaching and coaching skills 

  • Ability to  take full ownership of own work 

  • Professional qualification in accounting such CPA or ACCA is an added advantage 

  • A minimum one year of experience from an international NGO experience is preferred. 

  • English proficiency is critical to understanding donor regulations 

  • Proficient in English, Fluent in Ukrainian (oral and written)
