#JO-UKR-12-GM Grants Manager Ukraine  

Project Summary:  

CORE Response is providing humanitarian assistance to internally displaced and conflict-affected persons throughout Ukraine. CORE has projects focusing on providing specific support activities related to the Shelter, Cash, and food security/NFI sectors in collective centers and in areas along the line of contact. CORE works in partnership with local NGOs and local government to deliver aid in a quick, targeted, and efficient manner.  

Purpose of the position  

Grant Manager will be responsible for the overall management and implementation of sub-awards and grants under the Ukraine Response Program. He/She will report directly to the Ukraine Country Director Regional Director, and work under the guidance of the Ukraine Program Director.    

You will be responsible for:  

Stream I: Grants preparation  

  • Working closely with the M&E team in developing reporting templates for sub-awards/grants to ensure they are contributing to specific indicators and outcomes;  
  • Documenting negotiation process for all prospective sub-awards and grants and coordinating the conduct of pre-award assessments, reference, and compliance checks as part of due diligence efforts;  
  • Preparation of sub-award and grant award documents and coordinating approval in line with COREs signatory authority;   
  • Maintaining a tracker for all sub-awards and grants issued by various projects under the Ukraine response program;  
  • Maintaining complete and accurate files for all sub-award and grants;  
  • Conducting kick-off meetings and training for sub/recipients related to sub-award/grants administration, terms and conditions of agreements, and applicable donor regulations;  

Stream II: Grants implementation  

  • Managing the solicitation process for both non-competitive and competitive sub-awards and grants including the dissemination, application, and evaluation process to ensure that the application process is clearly understood by all stakeholders.  
  • Conducting day-to-day management and implementation of sub-awards and grants under the Ukraine response program;  
  • Proposing revisions to sub-award and grants processes and procedures based upon context and lessons learned and coordinating proposed changes with the Ukraine Country Director and HQ Int. Grants & Contracts Officer;  
  • Serving as the primary point of contact for all correspondence and notifications to prospective and final sub/recipients;   
  • Reviewing and finalizing narrative and financial reports as relevant for sub-awards and grants;  
  • Processing modifications as needed;  
  • Ensuring that sub-award and grant activities comply with the CORE’s Subaward and Grants Manual, relevant internal policies and procedures, and applicable donor rules and regulations;  
  • Coordinating the close-out of projects in liaison with HQ Grants & Contracts Officer and the close-out of sub-awards/grants issued;  
  • Preparation of narrative donor reports for projects in close collaboration with the program team, coordinating with HQ finance on the preparation of donor financial reports and HQ M&E teams on indicator tracking reports.  

Job Requirements:  

  • Master’s Degree in international development, business administration, finance, economics, or a relevant field; 
  • 3-5 years of related experience in administering sub-awards, and grants; 
  • Excellent written and verbal communication skills, in Ukrainian and English;
  • Experience in organizing and facilitating capacity-building training for local organizations;  
  • Demonstrated knowledge of various donor grant management systems, regulations, and reporting requirements, ability to be creative and flexible within requirements; 
  • Ability to communicate technical, budgetary, and program details to staff, sub/recipients, and applicants;  
  • Ability to design and implement effective workflow processes and procedures;  
  • Ability to work within a multicultural environment with respect to cultural and individual differences; 
  • Proven abilities in analytical and reporting skills.
