Procurement and Logistic Coordinator

Program Summary:
Project HOPE is mobilizing to provide health and humanitarian assistance to internally displaced persons in Ukraine as well as refugees in neighboring countries fleeing the ongoing conflict. Project HOPE is in contact with the WHO led Health Cluster in Ukraine, which has noted critical needs in primary health care.
Position Summary:
The Procurement and Logistic Coordinator performs activities involving all aspects of procurement transactions from initiation to award recommendation. The Procurement and Logistic Coordinator will be knowledgeable of all procurement rules and restrictions as applied by local and US Government federal entities. S/he has responsibility for the quantification, vendor engagement, procurement processes, contract execution and procurement of all goods and services procured locally. The Procurement Officer will ensure an uninterrupted supply of health and non-health commodities to fulfill the objectives of the Ukraine Crisis Response program. The chosen candidate must be able to communicate effectively with the program and technical teams and educate others on procurement policy.
Responsibilities:
· Drafts specifications for bids and proposals upon researching the end user’s needs to ensure proper procurement and maximized competition.
· Serves as a liaison between Project HOPE and vendor community, supplying end-users with information on sources, discounts, pricing and delivery provisions.
· Research market to determine if sole sources are justified and to develop new sources for supplies and services
· Communicates on and settles any differences in critical points and specific contractual provisions.
· Track service contract execution and expiration to ensure that ongoing contracts do not lapse and are renewed in a timely manner.
· Follow up with vendors on open purchase orders to ensure that all payables have been made.
· May evaluate bid and proposal responses to contract awards and debrief unsuccessful vendors.
Required Education, Skills, and Experience
· Degree in a relevant discipline, such as management, purchasing or procurement. Experience working for NGOs is a plus.
· 5+ years of experience working in procurement or health commodities supply chain.
· Certified purchasing or procurement licensure is a plus
· Ability to identify areas for process improvement
· Professional level of oral and written fluency in the English language.
· Demonstrated ability to work effectively under pressure and to organize and prioritize competing demands.
· Ability to work effectively in a team setting and independently.
· Ability and willingness to communicate effectively with the program and technical departments to anticipate supply needs and educate others on Project HOPE procurement policy.
· Fluency in English (speaking, reading, and writing).
· Other tasks as requested by the Team Lead
In addition to the responsibilities referenced above, candidates can expect to be living and working in austere conditions. Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions.
PREFERRED QUALIFICATIONS:
· Must be a people person
· Has developed strong working relationships with actors in the emergency response
· Be comfortable interacting with new people and groups both one-on-one and for large gatherings
· Be able to motivate above in positive collaboration
· Have the ability to identify and analyze opportunities that contribute to strategic aims, translate them into practical plans and implement them
Experience and technical competencies:
Essential:
- Bachelor’s degree in logistics, business, economy, engineering, or other relevant degrees.
- At least 2 years experience in supply chain management.
- Knowledge & experience of dealing with service providers and contractors’ management.
- Excellent computer skills in MS Word & Excel
- Experience in ERP System.
Desirable:
- Flexible & willing to work in a remote setting & to travel to other field locations.
- Experience with standard supply chain procedures and documentation.
- Experience working in an (I)NGO
Education:
- Bachelor’s degree in logistics, business, economy, engineering, IT or other relevant degrees.
- Driving license
Languages:
- Fluency in written and spoken English. Fluency in local spoken languages.
