Gender Based Violence Coordinator

Duration of Contract: One-year, possible extension

Reporting Lines/Line Management : Gender-Based Violence (GBV) and Protection Manager

Job Summary:

The Gender-Based Violence (GBV) Coordinator provides support for the quality and management of the GBV activities of CARE's Ukrraine response which includes stand-alone programs and GBV mitigation in sector specific programming (WASH, Cash, NFI, food security and livelihoods). The GBV Coordinator will work under the supervision of and in close collaboration with the GBV and Protection Manager to provide oversight of services provision, GBV prevention and mitigation activities, capacity building, support staff, proposal development (as required), and reporting.

Responsibilities and tasks 

Responsibility 1: Support GBV and protection assessments to maximize available of information and opportunities for coordination and program development.

  • Support the identification of local partners and women's organizations to reinforce efforts in providing GBV programs that offer services to women's and girls, and that addresses GBV and protection concerns.
  • Liaise with WLiE Coordinator for partner identification and promote women's participation in information sharing mechanisms. 
  • Ensure that programs are driven by women and girls and planned with community stakeholders
  • Identify appropriate p locations and orientation for services, including women and girls' safe spaces
  • Contribute to concept notes/proposals/appeals as needed
  • Provides advice to the Country Director (CD) and Program Manager (sector leads) on GBV/protection concerns and matters,

Responsibility 2: Implementation and Capacity Building

  • Work closely with GBViE Global Technical Advisor, and with WLiE Coordinator, at country level senior management, and program team to achieve program goals and ensure quality of GBV prevention and response initiatives
  • Ensure adherence to CARE GBViE Guidance Note and other relevant inter-agency guidelines and standard (IASC Guidelines for integration of GBV). 
  • Support the delivery of program interventions, including the establishment and delivery of focused GBV response services (women and girls' safe spaces)
  • Build capacity of program staff and partners in relevant technical areas to deliver services and lead interventions (ie information management using appropriate protection measures for sensitive information/data).
  • Organize/support/facilitate technical trainings for partners as needed 
  • Support monitor and support systems for GBV activities (WGSS, GBV awareness) and collect community inputs relating to activities
  • Lead regular program monitoring and apply learning for continuous improvement of interventions. Link with MEAL to implement CARE's Guidance for GBV monitoring and mitigation within non-GBV focused sectoral programming. 
  • Contribute to regular program reports, on time and with accurate data

 Responsibility 3   Coordination, Representation and Advocacy

  • Support coordination efforts with other service providers to establish and strengthen referral pathways
  • Actively participate in relevant coordination meetings (Protection cluster and GBV sub-cluster) and specialized working groups, 
  • Support CARE'S visible within the relevant coordination forums and working groups
  • Inform, mentor, and build the capacity of cross-sector and specific program manager on GBV risks and mitigation strategies. 
  • Support program goals and GBV standards, advocating as necessary with relevant leaders, authorities, and humanitarian actors

 Responsibility 4: Liaison with CARE Deutschland

  • Liaise with Desk officer in HQ and other CI members as required and ensure that all reports/information due to them are submitted in a timely manner
  • Respond to queries and correspondence from CARE Germany and other CI members.

Authority:  
 - Over generally defined goals and objectives.

- Regarding work methods, approaches and sequence chosen by incumbent, with primary constraints of budgets, demands of other units in the organization, or contractual agreements.

Education and Certifications 

Master's degree or equivalent experience in Social Sciences, Gender Studies, Social Work, Public Health, International Development, International Law or other relevant field of study

Minimal requirements: 

  • 4 years of experience providing technical advice related to gender integrated and specific programming in gender-based violence in development, nexus and/or humanitarian settings
  • Excellent knowledge of internationally recognized standards of practice on gender-based violence prevention and response, and in mitigation of GBV in sector specific programming. 
  • Experience in supporting and empowering HQ and Country Office teams in implementing GBV analyzes
  • Experience using formal and informal adult education methods to build the capacity of relevant stakeholders to identify and respond to GBV programming needs
  • Excellent knowledge and conceptual understanding of gender equality and gender-based violence, and protection mainstreaming including in nexus contexts
  • Proven knowledge of GBV guiding principles, and experience in the application of a gender-informed, survivor-centred approach, and human rights-based approach to GBV programming. 
  • Experience in identifying and sharing relevant GBV resources
  • Demonstrate commitment to decolonization of aid, empowerment of Women's Rights Organizations and feminist principles
  • Demonstrate commitment to creating an environment within CARE's workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).

Working & Living Conditions

Main duty station will be the office in Lviv in the Western region of Ukraine with the possibility of moving this office to Kyiv. Expected percentage of travel time: 10 - 15% to CARE project locations in any of the oblasts where CARE programs activities are conducted. 

The security situation is currently moderate in Lviv but may differ in project locations. This is an unaccompanied position; regular R&R is given. Staff live in large guesthouses with shared bathrooms and shared cooking,
