Підрозділ Atlas Logistic в Україні підтримує гуманітарні організації, пропонуючи їм можливість розміщення та перевезення гуманітарної допомоги. 

ГОЛОВНА ЗАДАЧА

Підрозділ Atlas Logistique підтримує гуманітарні організації в Україні, пропонуючи можливості спільного зберігання та перевезення гуманітарних товарів. Для виконання поставлених завдань, підрозділ ATLAS має 2 склади з можливістю регулювання температури (1 у Вінниці і 1 в Дніпрі), також розглядається варіант розміщення медичної продукції в контейнерах-рефрижераторах у Вінниці, Дніпрі та Харкові. У цьому контексті фармацевт виконуватиме наступні обов’язки:

ЗАДАЧІ/ОБОВ’ЯЗКИ 

1. Дотримання вимог законодавства: 

• Забезпечувати виконання вимог законодавства з боку компанії HI (проекту Atlas Logistic), що застосовується в Україні, під час зберігання та перевезення медичних товарів згідно законів воєнного стану / мирного часу.
• Забезпечувати дотримання вимог Належної практики доставки лікарських засобів на складах з можливістю регулювання температури / в контейнерах-рефрижераторах та дотримання відповідних вимог національного законодавства. 
• Повідомляти гуманітарним організаціям про нові вимоги національного законодавства щодо зберігання та перевезення медичних товарів.

2. Система забезпечення якості

• Впровадження вимог системи забезпечення якості, контроль або проведення самостійних перевірок;
• Створення процедур для роботи складів з можливістю регулювання температури та правилами перевезення;
• Навчання комірників щодо вимог Належної практики доставки лікарських засобів та контроль впровадження процедур;
• Повідомлення директора зі складських операцій та спеціаліста з холодильного режиму в разі виявлення проблем з якістю;
• Контроль рівню температури/вологості та повідомлення про будь-які відхилення температури, які можуть вплинути на якість медичних товарів; 
• Контроль записів в журналі рівня температури/вологості та покращення роботи власної системи спостереження;
• Збір даних про температурну криву для щомісячного звіту про температурний режим.

3. Впровадження правил дотримання холодильного режиму

• Відповідає за впровадження правил дотримання холодильного режиму та створення процесу разом із спеціалістом з холодильного режиму;
• Впровадження запасних варіантів з врахуванням відповідних матеріалів, обладнання, потреб у ремонті, тощо;
• Участь у виборі охолоджених матеріалів і пристроїв контролю температури;
• Контроль встановлення обладнання, необхідного для зберігання медичних товарів.

4. Обмін інформацією 

• Увага до технічних питань, що надходять від партнерів, щодо медичних товарів і приладів; 
• Увага до прозорості методу відстеження звітів, що подаються в центральний офіс.

НЕОБХІДНІ КОМПЕТЕНЦІЇ 

Кваліфікація 

• Диплом у сфері фармацевтики; бажано зі спеціалізацією в галузі дистрибуції/оптових продаж;
• Наявність водійських прав

Досвід 

(вид і обсяг досвіду):

• Принаймні 3 роки досвіду роботи в фармацевтичному секторі, включаючи зберігання в умовах холодильного режиму;
• Чудові уміння вирішувати проблеми;
• Підтверджений досвід роботи у галузі логістики;
• Хороше розуміння принципів роботи НДО; 
• Хороші навички письмового та усного спілкування;
• Можливість їздити у відрядження у його/її зоні відповідальності;
• Хороші комп’ютерні навички (Office, Google Maps);
• Хороші навички роботи над кількома завданнями;
• Попередній досвід роботи з HI.

Навички

PROGRAM BACKGROUND

Handicap International - Humanity & Inclusion (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. 

Atlas Logistique is one of HI's operational units,specialized in the delivery of aid, in support of organisations and the humanitarian system. Challenging logistics and poor infrastructure can limit access to aid for already vulnerable and isolated communities. These logistical constraints exacerbate security management challenges and diminish the effectiveness of humanitarian responses, or may even make them impossible. Atlas Logistique acts according to an innovative and proactive approach to humanitarian logistics, which is seen as a vector of humanitarian impact and not as a support function for operations. Based on contextual analyses, this “programmatic” logistics aims to make the humanitarian aid system more efficient, more inclusive of isolated populations and more respectful of the environment. Our approach also contributes to the emergence of market actors as levers of resilience and local development.

GENERAL MISSION

Since March 2022, HI/Atlas Logistique (AL) has been operating in Ukraine to offer logistical solutions to humanitarian organizations in order to facilitate the delivery of aid as close as possible to the most affected populations. Currently, with four logistics hubs in Vinnytsia, Dnipro, Kharkiv and Mykolaiev, HI/AL proposes mutualized storage (including cold chain and temperature controlled in certain locations) as well as transportation services (including in hard-to-reach destinations) to other humanitarian actors. 

As part of its activities, ATLAS has one temperature-controlled and one cold-temperature storage in Dnipro, one reefer container in Kharkiv and is also considering to expand its medical products storage capacities. 

Reporting directly to the Atlas Logistique Operations Manager, the Pharmacist  is in charge of ensuring that the implementation of the Atlas Logistique cold chain/temperature-controlled storage and/or transport activities comply with applicable national/international legislation and norms, of ensuring the implementation of a quality assurance system regarding these activities, support technically their implementation in close link with the Project teams.  

MISSIONS / RESPONSIBILITIES

Responsibility 1: Regulatory monitoring on pharmaceutical legislation

1. Ensure compliance of cold chain and temperature-controlled storage facilities and adherence to GSP and national legislation regarding storage and transport of medical products.
2. Support the transport PM in selecting carriers based on quality criteria, such as compliance with GDP.
3. Provide humanitarian actors with updated information on national legislation regarding storage and transport of medical products.

Responsibility 2: Establish and update the Quality Assurance System

1. Implement a quality assurance system, supervise or carry out self-inspections with results accompanied by proposals for corrective and preventive measures.
2. Develop procedures for temperature-controlled storage and transport and ensure adherence to them.
3. Train the Atlas Logistics teams in GSP.
4. Issue alerts to the Operations Manager and the headquarters cold chain specialist in case of non-compliance with required quality standards or GSP.
5. Set up a temperature and humidity monitoring system and alert in case of temperature deviation likely to have an impact on the quality of health products.
6. Archive temperature curves and readings and send a monthly report on temperature and Good Storage and Distribution Practices for medical products to monitor recommendations.

Responsibility 3: Operationalization of cold chain projects

1. Implement the cold chain and draft the process in close collaboration with the headquarters cold chain specialist.
2. Implement contingency plans.
3. Support the logistics team in selecting materials, systems, and temperature and humidity control devices.
4. Support the logistics team in maintaining the necessary equipment for storing thermosensitive health products.

Responsibility 4: Communication & Representation

1. Focal point for technical, legal, and scientific questions from partners regarding drugs and medical devices.
2. Focal point for technical questions regarding the cold chain and conditions for preserving health products.
3. Participation in donor reports.
4. Representation of AL/HI activities in cold chain, transport, and storage of drugs and medical devices at the Health and Logistics Clusters level.

PROFILE SOUGHT

Qualification(s):

• Pharmacist diploma; distribution/wholesaling specialization preferred
• Driver's license

Experience

• At least 3 years’ experience in the pharmaceutical sector, including cold chain storage
• Excellent problem solving skills
• Proven Experience in logistic
• Good understanding of NGO principles 
• Good written and verbal communication skills
• Ability to travel in the operational area
• Good computer skills (Office, Google Maps)
• Good multi-tasking skills
