Program / Country Office Summary 

Mercy Corps, as a member of the Ukraine Cash Consortium (UCC) in partnership with  Norwegian Refugee Council and People In Need, is responding to the humanitarian crisis in Ukraine by providing assistance to people impacted or displaced by the  conflict.  

The UCC’s activities are designed to enable households to meet their basic needs and remain as safe as possible while supporting local markets during the crisis. In areas where markets remain functional the UCC will distribute multi-purpose cash assistance and where markets are heavily disrupted the consortium will provide direct-in-kind food, non-food, water, shelter and hygiene assistance.  The Consortium will also be providing protection information to all groups impacted.

The UCC is an initiative funded by the United States Agency for International Development/Bureau for Humanitarian Assistance.

General Position Summary 

The Data Analyst is a member of the UCC Data Analysis and Automation team, responsible for generating timely and relevant insights on trends in assistance provision, utilization, effectiveness, and more. They will work with multiple stakeholders across the UCC response to understand the informational needs, and coordinate within the Data Analysis and Automation team to find and use the necessary data sources to meet the needs. They will collaborate with Mercy Corps’ Crisis Analytics Team to lead regular analysis of the program and country context on topics that may be relevant to Mercy Corps program activities. They will visualize and communicate program data to program decision-makers, support interpretation and use of the data, and provide analysis and evidence for program reporting.

Essential Job Responsibilities 

DATA ANALYSIS

  • Understand the various data streams that UCC uses for analysis
  • Identify and add complementary third party data sources and analysis
  • Extract, transform, and load data from the UCC partners into UCC Azure infrastructure to produce frequent, timely statistics on the response trends, including key measures of response effectiveness such as the Coping Strategies Index.
  • Maintain and improve live data visualizations/dashboards for easy decision-maker access on Power BI, and on other platforms as needed.
  • Support Mercy Corps leaders, UCC consortium partners, and other stakeholders by understanding program informational needs, and delivering data analyses that meet those needs.
  • Collaborate with the Mercy Corps Crisis Analytics team to utilize context analysis techniques for informing the UCC response.
  • Support program stakeholder interpretation and understanding of the data through presentations, webinars, live demonstrations, and discussions.
  • Produce high quality summary analysis and visualizations of program effectiveness for reporting purposes.

DATA SECURITY & BEST PRACTICES

  • Observe data protection measures both within Azure and within data analysis and communication workflows, in compliance with Mercy Corps’ Responsible Data Policy and with humanitarian data protection best practice.
  • Ensure compliance with security procedures and policies as determined by country leadership wherever program activities are conducted.
  • Collaborate with the Mercy Corps Data for Impact team to recognize and help adopt best practices in data analysis and data science.

Minimum Qualification & Transferable Skills

Required

  • 5+ years of experience in relevant technical fields.
  • 2+ years of relevant experience working in an Analytics environment.
  • Proficiency in oral and written English or Ukrainian.
  • Experience with Power BI or a comparable visualization platform.
  • Demonstrated experience producing effective data analysis and visualizations for decision-making purposes.
  • Demonstrated experience communicating data to non-technical stakeholders and decision-makers in effective ways.

Preferred

  • Strong skills in SQL, Python, R, or another programming language suitable for data analysis is strongly preferred.
  • Specific experience with Azure data services, including Azure Data Factory, Azure Data Lake Storage, Azure SQL, Azure Databricks, and Azure Synapse, is strongly preferred.
  • Proficiency in Russian, Polish, and/or Romanian is strongly preferred.
  • Experience with database, data lake, and data warehouse concepts.
  • Experience facilitating data-focused presentations and training sessions.
  • Experience in international relief and development programming; especially in MEL or program management functions.
  • Experience working with geospatial data.

Success Factors 

The successful candidate will have strong practical experience in designing effective data analysis workflows and visualizations, and experience working with cloud data infrastructure to find and use the information they need. They will have a personal commitment to high quality data communication and to creating replicable and well-documented data workflows, and will be able to anticipate and creatively meet program informational needs. They will have an understanding of or interest in learning about humanitarian data protection requirements. They will be able to work collaboratively with internal teams of varying technical capacities and with peers in partner organizations, and will be a primary point of contact and supportive resource for colleagues seeking to understand trends in the response. They will be an independent problem solver while also ensuring that country and program needs drive their work.

They will act in an ethical manner at all times regarding the privacy and security of program participant data, communicate ethical concerns up the chain of responsibility, and ensure the concerns are resolved appropriately.
