Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “EU4Resilient Regions - Special Assistance Programme for Ukraine” to fill the position of a 

Project Advisor (full time, Kharkiv) 

The project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union and implemented by GIZ. It supports communities in the Regions Kharkiv, Chernihiv, Dnipropetrovsk, Kherson, Mykolaiv, Odesa, Zaporizhzhya, Sumy, Donetsk and Luhansk (GCA) in improving the quality and the access to social, medical and administrative services on a local level, in particular with respect to vulnerable population groups. For that purpose, the project will coordinate and cooperate with a broad range of local/national and international partners and stakeholders.

Areas of responsibilities

  • managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior;
  • assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups;
  • innovation and knowledge management;
  • assisting and monitoring of the development and implementation of project plans and activities in close consultation with counterparts and the project team;
  • designing, preparing and implementing workshops, seminars and other events on issues connected with the project area of activity;
  • developing and organising quality assurance measures and suggesting necessary changes, improvements and initiatives;
  • assisting the project with all organisational and management issues;
  • identifying the needs of partner institutions and NGOs;
  • participating in formulating project action plans and helping to synchronise the planning and budgeting system and counterparts;
  • jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums and other project activities;
  • controlling expenses for project activities in accordance with the prevailing provisions;
  • cooperating with national and international experts;
  • ensuring knowledge management within the project;
  • preparing of appropriate input for various project reports including annual reports.

Required qualifications, experience and competences

  • masters/MSc in an area that is related to the project/programme objectives, with a focus on a relevant field;
  • skills in process and project management;
  • at least 5 years’ professional experience in a comparable position;
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Outlook, MS Office, tools for online collaboration (such as MS Teams/Zoom) and cloud-based information and document management);
  • Excellent written and spoken Ukrainian and Russian, fluent English, knowledge of German will be an asset;
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kharkiv. The assignment starts as of 01.08.2021. The contract duration is until October 2023.
