 TERMS OF REFERENCE

National Communications Expert for the Budgeting Process - Reform of the Ministry of Finance Press Service, Consulting for the Ministry of Finance of Ukraine

Scope of Work:

• Developing communications strategy for the budgeting process with the target audiences according to the strategic objectives of the Ministry of Finance of Ukraine;
• Assisting Deputy Ministers of Finance in communication of their achievements in the sphere of state budget, public finance, etc.;
• Providing professional technical advice;
• Organizing public events (for ex., press-conferences, off-records meetings, etc);
• Preparing and reviewing of publications and materials of the current projects;
• Preparing message-box templates covering topics of government finance;
• Developing key messages framework for expert target audiences;
• Developing public positions of the Ministry on the topics of state budget, public finance open data, as well as bills and laws that lie in the Ministry's field of expertise;
• Providing Deputy Ministers with tools for communicating key reforms.

1. 2. Deliverables:

• Communication plan on the budgeting process is developed and is being implemented;
• Stakeholder map and database are developed;
• Ready-for-use message-box templates covering topics of government finance are prepared;
• Effective communication with the main stakeholders of the Ministry of Finance of Ukraine is built;
• Key messages framework for expert target audiences are developed;
• Awareness events on the budgeting process are organized in accordance with the developed communication plan;
• Defined results for each phase;
• Reports for every phase of development of the aforementioned documents are prepared.

1. 3. Requirements:

The Expert must:

• Be able to comply with the required scope of work and deliverables;
• Have a satisfactory record of integrity and business ethics;
• Be qualified and eligible to be contracted under applicable laws and regulations.

He or She possesses proved:

• A degree in communications or equivalent;
• Minimum of 5 years of experience in communications;
• Awareness on the Ministry of Finance of Ukraine agenda, activities and projects;
• Awareness about Ukrainian economic, political, and social situation;
• Profound experience in conducting strategic workshops, consultations, negotiations and approval processes with public officials;
• Understanding of e-governance portals, work experience in related structures (developers, administrators, public authorities responsible for the portals and portal-related services) with particular implications of their implementation in Ukrainian context;
• Experience in public finance management would be an advantage.
