TERMS OF REFERENCE

International communications expert - the Ministry of Finance Press Service Reform, consulting for the Ministry of Finance of Ukraine

Scope of Work:

• Developing communications strategy according to the strategic objectives of the Ministry of Finance of Ukraine, that include European integration, cooperation with the international partners of Ukraine and issues of finance policy;
• Preparing message-box templates covering topics of government finance;
• Developing key messages framework for expert target audiences covering international cooperation and finance policy issues;
• Developing public positions of the Ministry on the topics of public finance;
• Developing key messages framework for expert target audiences covering international; policy of the Ministry of Finance;
• Preparing and reviewing of publications and materials of the current projects;
• Support of employers in the newly created Department of Communications;
• Organizing public events (for ex., press-conferences, off-records meetings etc);
• Creating media content to cover the Ministry's topics in Ukrainian and foreign media (press releases, articles, interviews etc).

1. 2. Deliverables:

• The Roadmap for the Ministry of Finance of Ukraine communications with the target audiences;
• Ready-for-use message-box templates covering topics of government finance;
• Effective communication with the main stakeholders;
• Ready-for-use key messages framework for expert target audiences;
• Defined results for each phase;
• Defined criteria of evaluation (KPI);
• Reports for every phase of development of the aforementioned documents.

1. 3. Requirements:

The Expert must:

• Be able to comply with the required scope of work and deliverables;
• Have a satisfactory record of integrity and business ethics;
• Be qualified and eligible to be contracted under applicable laws and regulations.

He or She possesses proved:

• A degree in communications or equivalent;
• Minimum of 5 years of experience in communications;
• Awareness on the Ministry of Finance of Ukraine agenda, activities and projects;
• Awareness about Ukrainian economic, political, and social situation;
• Profound experience in conducting strategic workshops, consultations, negotiations and approval processes with public officials;
• Understanding of e-governance portals, work experience in related structures (developers, administrators, public authorities responsible for the portals and portal-related services) with particular implications of their implementation in Ukrainian context;
• Experience in public finance management would be an advantage.
