Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH in Kyiv is seeking for its Good Governance portfolio a qualified GIZ staff member to fill the position of an

Adviser on monitoring and evaluation (full time 100%). 

The Monitoring and evaluation (M&E) adviser will join the Good Governance (GG) Cluster I to support its program and projects. The GG cluster is working with different Ukrainian government institutions on national and municipal level in the areas of good financial governance, integrated urban development, Eastern Partnership regional cooperation as well as EU Association of Ukraine.

The M&E adviser will be responsible for the implementation of the monitoring and evaluation (M&E) activities of different projects of German-Ukrainian bilateral technical cooperation in the field of good governance. She/he will develop and maintain a results-based monitoring system for all projects. Jointly with the technical advisors of the projects and the PR-manager of the cluster, she/he will constantly provide relevant data to promote results and impact of the projects. Furthermore, she/he will be responsible to intermediate between data requirements of GIZ and / or the commissioning parties and the projects, thus ensuring correct aggregation of data and information. This position is attractive for professionals with interest for the Ukrainian government’s reform agenda, in the field of good governance. It gives the opportunity to use analytical skills for operational planning of on-going and newly developed project activities. Besides project monitoring, it is foreseen that M&E adviser will overtake the coordination of monitoring of the broader good governance sector within GIZ portfolio in an adequate period of time.

In this context the RBM adviser fulfills the following tasks:

establishing and maintaining monitoring and evaluation system of four projects of the cluster according to GIZ standards;

monitoring of projects’ result and output indicators;

support of reporting obligations on project and programme level;

identifying needed data and good practices,

monitoring of general relevant features and developments, including information concerning sector relevant key indicators for the good governance sector;

assessment and measurement of sector wide aggregated indicators according to relevant project indicators, in line with impact and result monitoring

improving the baseline, collection, entering and presentation of data out of surveys

assuring knowledge management in the field of result-based management;

updating and sharing knowhow in relevant GIZ networks

contribution to the overall monitoring, knowledge and data management;

communications involved with collecting success stories and lessons learnt;

supporting creative data showcasing.

  • Qualification

Graduate of Social Studies, Economics or in a related field or equivalent training/experience

At least 2 years professional experience in a comparable position

Proven experience in development and management of monitoring and reporting in an organization in a similar international context;

Proven experience in data collection, processing and presentation tools;

Proven experience in reporting for donor and co-financing organizations;

Proven experience in the presentation of monitoring data and project results;

Very good working knowledge of IT technologies and computer applications (e.g. MS Office,)

Asset: Basic knowledge of and interest for the Ukrainian government’s reform agenda, in the field of good governance, EU Association, urban planning and development, public finances

Personal competence: 

Team player with excellent intercultural competences and experience of working in an international context

Excellent verbal and written communication skills

Strategic approach, excellent analytical skills

Ability to work flexibly and independently, often under tight deadlines

Native written and spoken Ukrainian; excellent command of the English language; knowledge of German is an asset

Employment conditions

Full-time position with 40-hours working week. The contract duration is until December 2022.
