PR Consultant to Ministry of Energy and environmental protection of Ukraine (part time)

Scope of Work:

1. Elaborate an operational plan for conducting daily communication issues for implementing a communication strategy;

2. Update the communication strategy;

3. To propagate the results of studies, audits, political analysis and other work that inform the public about key issues in the thematic spheres of the EITI of Ukraine regarding transparency, accountability, provision of services and their creation.

4. Elaborate / update, implement and monitor the communications policies, strategies and plans of EITI in Ukraine to achieve established goals, in.

5. Coordinate and be the focal point of communication for the national media activity of the EITI in Ukraine.

6. To conduct monitoring of the media in relation of the EITI activities coverage.

7. To act as a media speaker in accordance with the objectives of the EITI in Ukraine and the developed communication plans with the aim to ensure optimal "media presence" and proper propagation of information.

8. To design professional communication materials, including information collections, materials for seminars, theses for presentations, brochures, texts for broadcasting, educational materials and materials for trainings, as well as other relevant materials in order to achieve the objectives of the EITI in Ukraine.

9. Manage of the EITI in Ukraine press releases preparation, annual reports and other materials for mass media.

10. Identify and maintain the lists of relevant contacts of the mass media, editors, leaders of public opinion as well as contacts of the extractive industries representatives, executive and legislative bodies, business entities.

11. Organize seminars, propagation of information, determination of participants and related logistical needs.

12. Organize cross-functional relationships with stakeholders, the mass media, involved consultants, committees and NGOs.

13. Prepare and propagate information about the EITI process among the stakeholders (Kyiv and regions) of EITI in Ukraine and abroad.

14. Prepare tech specifications/ the terms of reference for the procurements within the informational and educational component of the Project.

15. Support the EITI website, including the development of a visual concept, prototype creation, design, content development / copywriting, editing, publishing.

16. Monitoring of the Project implementation activities and participation in the preparation of the progress report within the scope of competence.

17. Carry out other duties determined by the Head of the National Secretariat.

18. Ensure knowledge management and transfer to the ministry's team responsible for communication for EITI purposes;

19. Ensure onboarding of the EITI division staff for further capable implementation and steering of EITI in Ukraine by the division in terms of sustainable communication strategy.

Deliverables:

1. An operational plan for conducting daily communication issues for implementing a communication strategy;

2. Updated communication strategy;

3. EITI communications policies, strategies and plans

4. Professional communication material related to EITI process, including information collections, materials for seminars, theses for presentations, brochures, texts for broadcasting, educational materials and materials for trainings etc.

5. Tech specifications/ the terms of reference for the procurements within the informational and educational component of the Project

6. Progress report within the scope of competence

7. Requirements:

The Expert must:

• Be able to comply with the required scope of work and deliverables;

• Have a satisfactory record of integrity and business ethics;

• Be qualified and eligible to be contracted under applicable laws and regulations.

He or She possesses proved:

• A degree in communications or equivalent;

• Minimum of 5 years of experience in e-governance projects, state data portals or another relevant field;

• Awareness on the Ministry of Energy and environmental protection of Ukraine project National Extractive Industries Transparency Initiative (EITI) is a must;

• Awareness about Ukrainian economic, political, and social situation;

• Profound experience in conducting strategic workshops, consultations, negotiations and approval processes with public officials;

• Understanding of e-governance portals, work experience in related structures (developers, administrators, public authorities responsible for the portals and portal-related services) with particular implications of their implementation in Ukrainian context;

• Experience in public management would be an advantage.
