The GIZ-project "Energy Efficient District Lviv" is funded by the Germany Ministry of Environment BMUB) through the International Climate Initiative (IKI). The project is implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in close cooperation with the Ministry for Regional Development, Building and Housing (MinRegion) and the City Council of Lviv.

 

The objective of the project is to support Homeowner Associations (OSBBs) in Sykhiv district in Lviv to refurbish their multi-family residential buildings. The comprehensive residential building rehabilitation should be aligned with the EBRD-funded district heating modernization by Lvivteploenergo. In addition, a municipal financial support scheme will be developed to support energy efficient rehabilitation of residential buildings. The municipal financial support scheme will be closely aligned with the national Energy Efficiency Fund (EEF). The results of the project shall serve as reference for the EEF.

The project is looking for a

 

Technical Advisor

 

based in Lviv. Regular travels to Kyiv are to be expected.

 

Area of responsibilities:

  • Serves as the main contact person of the project for Homeowner Associations (OSBBs) in Sykhiv district and responds to the needs expressed by the OSBBs
  • Coordinates project activities related to planning and implementation of refurbishment projects of multi-family residential buildings and serves as the main contact person for Lvivteploenergo
  • Supports the coordination of project activities related to the modelling of the district heating system in Sykhiv
  • Coordinates and implements technical advisory services provided by the project
  • Backstops and provides quality control of the services delivered by external consultants
  • Organizes trainings, information events and workshops
  • Prepares and follows-up on meetings with project partners (OSBBs, Sykhiv District Administration, Lvivteploenergo)
  • Ensures sufficient and timely support by the entire (administrative) team making use of their respective responsibilities and expertise; providing team members with clear instructions
  • Manages and monitors the budget in consultation with the officer responsible for the contract and cooperation and relevant team members
  • Organizes information and awareness raising campaigns for home owner associations in Sychiv
  • Is responsible for implementing the support services to the OSBBs in Sykhiv, that have been agreed with the project team and partners.
  • This includes, but is not limited to, managing services delivered by energy auditors, project designers and architects, as well as construction companies.
  • Acts as a help desk to the OSBBs in Sykhiv.
  • Communication and coordination between OSBBs and the beforementioned service providers.
  • In cooperation with the project coordinator, plans and implements support services for Lvivteploenergo
  • This includes but is not limited to, managing services delivered by planning offices and software providers related to modelling the district heating network in Lviv and Sykhiv.
  • Communication and coordination between Lvivteploenergo and the beforementioned service providers.
  • Monitoring and quality assurance of the services provided by external experts and service providers.

 

Required qualifications, competences and experience

  • Masters/MSc or doctorate in Engineering, Architecture or a related field
  • At least 5 years professional experience in energy efficiency in buildings
  • Preferably experience in district heating modelling and planning
  • Preferably experience working international organizations in the field of energy efficiency, preferably in the international development cooperation sector
  • Excellent communication and coordination skills. Practical experience working with OSBBs or similar stakeholders is required.
  • Good knowledge of and existing network in the construction, building materials and professional services sector
  • High proficiency in written and spoken English and Ukrainian. German knowledge should be aspired if not yet existent
  • Good working knowledge of ITC technologies (related software, email, internet) and computer applications (e.g. MS Office)
  • Basic understanding of technical assistance specifics in a local context in Ukraine
  • Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency
  • Willingness to upskill as required by the tasks to be performed
  • Regular travels to Kyiv are to be expected

 

Employment conditions:

  • Full-time position with 40-hours working week until 30.09.2022
