ADMINISTRATIVE PROFESSIONALS with focus on Procurement and Contracts


Area of responsibilities

  • assuring that all procurement-related and administrative regulations are being respected by the projects;
  • coordinating the contract and procurement management of the projects;
  • maintaining a productive communication and exchange of information between the GIZ Country Office, the cluster and the projects.
  • preparation of a wide range of different contracts such as financial agreements or local subsidies with institutions, contracts with consulting companies and long / short-term experts (e.g. drawing up of terms of reference in close coordination with responsible technical officer, advising consultants on appropriate formats and templates; ensuring that processed commercial offers and set of documents meet specific requirements of GIZ policies);
  • assisting pro-actively in the implementation and follow-up phase of each contract (e.g. reporting); monitors closely the respective liabilities and contributes to the annual/monthly budget planning within the projects;
  • preparation of tenders, including service agreements, and purchases materials and equipment with the GIZ country office Ukraine and in accordance with GIZ rules,
  • maintaining data relevant for procurement and tenders;
  • checking of invoices for goods, vouchers, payment instructions and complaints
  • contribution to the overall monitoring, knowledge and data management;
  • supporting of other necessary logistical and organisational tasks;
  • applying GIZ standards and rules in administrative processes in the projects;
  • by the instructions of the executives taking over other activities and tasks

Requirements to candidates

  • Bachelor Degree in Finance or a related field from a recognised university
  • 2 to 3 years of experience in a similar position
  • Good knowledge of English, Russian and Ukrainian language in speaking and writing are required.
  • Knowledge of German language would be an asset.
  • Good working knowledge of ICT technologies and computer applications (e.g. MS Office)
  • Good self-organisation skills
  • Customer and service-oriented attitude
  • Willingness to upskill as required by the tasks to be performed

Employment conditions

Full-time position with 40-hours working week until end of 2019
