For our programme "U-LEAD with Europe", we are looking for an
"Advisor on Decentralisation in Health Care Sector (full time)" to join our team based in Kyiv.
Decentralisation is a top priority in the extensive reform programme that the Ukrainian government has been undertaking since spring 2014. Important legislation has been adopted since 2014 providing an enabling environment for reforms. However, in order to succeed, the decentralisation reform will require an unprecedented reinforcement in administrative capacities of the relevant institutions. U-LEAD (Ukraine - Local Empowerment, Accountability and Development) is a Special Measure which is conducted as a multi-donor action by the EU and its member states Germany, Sweden, Denmark, Poland and Estonia to support the Ukrainian government in the implementation of the decentralisation reform. In this framework, the programme provides advice to the Ministry of Regional Development, Construction, Housing and Municipal Services (MinRegion) on how to establish new mechanisms of institutional support in the implementation of decentralisation reform, including sectoral reforms, e.g. the Central Reform Office (CRO) and the Local Government Development Centre (LGDC) with its 24 Regional Centres.
The Central Reform Office (CRO) is the central institution of support for the MinRegion in the implementation of the national decentralisation reform. The CRO Support Unit of U-LEAD works towards strengthening this platform in its function. The Sectoral Decentralisation Team works specifically on the harmonisation of decentralisation reform in the health care sector with overall decentralisation principles contained in the Concept of the Reform of Local Self-Government and Territorial Organisation of Power approved by the Government in 2014, and to support local self-government authorities in assuming their responsibilities with regards to the provision of services.
