Senior Technical Advisor, Pharmaceutical Procurement

The international non-profit organization Management Sciences for Health (MSH) implementing in Ukraine the USAID-supported Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for a Senior Technical Advisor, Pharmaceutical Procurement  

MAIN PURPOSE OF JOB

The overall objective of this SAFEMed Senior Technical Advisor position is to: 

Provide technical leadership, oversight, management, and guidance of all SAFEMed technical assistance activities towards public health procurement functions and associated supply chain services including.

Offer strategic and technical support to the Ministry of Health and its state agency, Medical Procurement of Ukraine (MPU) to achieve its vision, mission, and objectives of improved access to medicines and medical devices. 

Lead SAFEMed’s efforts related to the improvement of health procurement at the central and regional level across Ukraine. 

LOCATION: Kyiv, Ukraine

MAIN DUTIES AND RESPONSIBILITIES

MPU Capacity Development, Health Strategy Development, and Coordination

  • Facilitate operationalization of the MPU organizational strategy to become a full cycle procurement agency, including transitioning procurement as needed from the international organizations, taking over management of warehousing and logistics services, and other key functions.
  • Establish a collaborative and productive working relationship between MPU leadership and staff and SAFEMed, ensuring daily engagement is anchored into a common vision of key activities, and that agreed upon approaches are jointly defined and implemented.  
  • Serve as a key point of contact between SAFEMed and MPU and to coordinate closely with the Ministry of Health leadership team on all project areas associated with public procurement.
  • Support the implementation of best procurement and logistic practices from the private sector to continue generating cost savings and timely procurement and delivery of quality medicines.
  • Support establishment of a business and financial model to achieve MPU sustainability and financial independence over time.
  • Provide ongoing technical assistance to MPU and MOH to enhance efficiency and effectiveness of information systems and optimal use of data for proactive management of operations’ performance.
  • Engage with other international partners, USAID, and other donors to facilitate and further enhance MPU strategies and systems.
  • Oversee the work with stakeholders to facilitate establishment and full operationalization of a sound MPU governance structure.  
  • Collaborate with SAFEMed subcontractor, Legal Alliance, to provide legal inputs and guidance for the development/update of policies, laws, and regulations that are aligned with MPU’s organizational strategy and other national and regional procurement objectives.
  • Lead engagement with SAFEMed vendors supporting initiatives associated with strengthening public procurement including SMD and others.

Strengthen Regional Procurement Activities

  • Support development of a regional approach to the procurement strengthening, including support to capacity building and other areas.
  • Engage with Ukrainian and international pharmaceutical and private logistics sectors, and public health regional entities and facilities, as needed, to support improvements in regional procurement activities
  • Develop concept notes and drafts for policy directions on core procurement instruments including further development of the eCatalog administered by MPU.

Project Planning and Reporting

  • Work with the Chief of Party and the Deputy Chief of Party and technical teams to design, develop and implement work plans and budgets that integrate procurement work stream objectives with broader SAFEMed activities.
  • Represent SAFEMed at various technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies.
  • As a member of the project leadership team, take part in supporting the COP, DCOP in defining and adapting project strategies and supporting its successful implementation.
  • Ensure expenses for the technical activities falling within areas of responsibility for this position are aligned with approved budget.
  • Identify, document, and share learnings and best practices for project continuous improvements and knowledge management. This includes facilitating regular work stream performance reviews, development of success stories, abstracts, posters, technical reports, and other communication tools.
  • Contribute to the project’s progress and technical report writing.

Management and Supervision

  • Supervise technical advisors and consultants and provide technical leadership and guidance to foster a cohesive vision within the team and ensure timely implementation of activities and quality of technical outputs and deliverables.
  • Coordinate activities with other teams on the project with a view to leverage collaborations and synergies that enhance results of the respective workstreams and achievement of overall project goals.

REQUIRED MINIMUM EDUCATION

Required: 

Bachelor’s degree in Public Health, Pharmaceutical Supply Chain Management, Medical management, or equivalent education.

Preferred:

Master’s Degree in Public Health or related field.

REQUIRED MINIMUM EXPERIENCE 

  • At least 7 years experience in leading public health programs or pharmaceutical management experience with an emphasis on supply chain operations, logistics and/or procurement processes in the pharmaceutical industry.
  • At least 5 years managing teams.
  • Extensive experience in contracting, managing, and monitoring sub-contractors for performance.
  • Hands-on experience establishing productive collaboration, partnerships, and working relationships with public and private sector counterparts to achieve results.
  • Experience working in Ukraine with MOH, MPU and similar level organizations in the field of healthcare, HIV and TB programs, and governance.

KNOWLEDGE AND SKILLS

  • Strategic thinking and ability to guide and support cross-functional teamwork.
  • Demonstrated excellent project management skills.
  • Superb written and verbal communication and negotiation skills.
  • Understanding the policies and regulations governing public health procurement and supply chain management.
  • Solid knowledge of procurement best practices.
  • Knowledge of Ukrainian procurement governance and pharmaceutical market, with exposure to the European market preferred.
  • Proven experience developing and implementing innovative procurement and supply chain tools.
  • Experience using and/or implementing procurement and logistics IT systems.
  • Hands on experience developing, rolling out and monitoring the implementation of procurement strategies at the central, regional, and local levels.
  • Expertise in procurement and supply chain capacity assessment and skills building.
  • Good interpersonal skills – demonstrated ability to successfully work with partners at all levels of responsibility.
  • Ability to lead and develop high performing teams, demonstrated ability to coach, mentor, and guide others.
  • Superb analytical and presentation skills.
  • Fluent language skills in English and Ukrainian are required.
  • Private sector experience in pharmaceutical procurement and/or logistics a plus.
